Albanian Ombudswoman dispels Criminal Code amendments on quarantine violators as

People’s Advocate (Ombudsperson) Erinda Ballanca said in a TV interview on Wednesday that the government-proposed amendments to the Criminal Code imposing harsh sanctions on violators of curfew and quarantine measures under the state of natural disaster are allegedly illegal, as they are being passed in contradiction with the Constitution and parliamentary procedure.

“Changes have been brought in violation of the Constitution and parliamentary procedure. These actions are illegitimate, and bring shame on the members of the Parliamentary Legal Affairs Committee,” Ballanca said.

According to her, such legal provisions make citizens feel unsafe and uncertain as to what actions they can and cannot legally take. She said that Albania is the only country that is attempting to amend its Criminal Code during a state of a natural emergency. She admitted that though some other countries’ laws define violations during a pandemic as criminal offenses, these provisions have been decided on previously, in times of normalcy, after being consulted with the interested parties and discussed extensively.
