Chief Prosecutor Brammertz to SC UN: War Crimes Denied, their Perpetrators

Chief War Crimes Prosecutor of the International Residual Mechanism for Criminal Tribunals (IRMCT), Serge Brammertz, said in his speech before the UN Security Council on Wednesday that the situation in former Yugoslavia “has worsened dramatically” because of denial of the committed crimes and the glorification of their perpetrators.

“Last week, during the marking of 24 years since the Srebrenica genocide was committed, a Serbian MP [Serbian Progressive Party – SNS - MP Vladimir Djukanovic, see VIP No 6647, page 2] called it a brilliant military operation,” Brammertz mentioned as an example of revisionism, while he was presenting his regular report on the work of the prosecution to the SC.

Brammertz also said that “denial of (crimes) and glorification (of their perpetrators) prevent reconciliation of the peoples within the former Yugoslavia.”

“The international community has betrayed the victims in Rwanda and former Yugoslavia by standing aside while crimes were committed. We must not betray them again now by not raising our voice against denial and glorification,” Brammertz emphasized.

He also said that “serious crimes against the judicial process must be discovered and prosecuted. Witnesses must be protected from harassment and the integrity of our judgments must be secured.”

Brammertz said that the verdict reached by The Hague Tribunal condemning former Bosnian Serb leader Radovan Karadzic to life in prison for genocide in Srebrenica and other crimes was “a strong indicator that, when the international community remains determined, justice can and will prevail.”

The Chief Prosecutor of the IRMCT, a legal successor to The Hague Tribunal, said that there “are thousands of cases, related to war crimes,” which state courts in former Yugoslavia must process.

“Regional cooperation must be strengthened. The Prosecution of the Mechanism will help the process of forwarding cases concerning middle-ranking officials from countries where crimes were committed to the countries where the suspects live now,” Brammertz said.

He said that “the countries of the former Yugoslavia have obliged themselves to accelerate the processing of war crimes and significantly reducing the number of unresolved cases. The achievement of these goals depends on the continued and increased assistance of the Prosecutor’s Office of the IRMCT in The Hague.”
