DAS Palmer: Restore civil liberties as soon as pandemics is over

Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs and the Department of State Special Representative for the Western Balkans Matthew Palmer said that after the coronavirus pandemic, lifting of temporary measures and a return to respect for earlier civil liberties should follow everywhere.

Palmer said to Voice of America (VoA) that government actions and measures should be “measured and proportionate and can be lifted as soon as the epidemic is over, while citizens should be aware of the government’s actions”.

He also said that “in times of crisis, there is always a risk that fundamental human rights and freedoms could be violated” and that “it’s important for governments to take carefully considered decision about the extent to which they can affect rights and liberties in dealing with the crisis, in this particular case with problems caused by the coronavirus.”

Palmer said the United States is providing significant assistance to the Balkans in fighting the pandemic, adding that additional assistance to the region is being actively considered in Washington.

Asked to comment on that Serbia and Russia’s aid has been receiving more publicity than EU and US aid, Palmer said it was not a competition and added: “if China and Russia are helping Serbia and other countries in the Western Balkans, that’s great.”

He also said the EU was providing increasing assistance and that the US was providing assistance directly to individual countries in the region, but also through support to international institutions such as the UN.

Palmer said that the cooperation between Serbia and Kosovo in health and trade in relation to the pandemic was “really encouraging”.
