The criteria for the calculation of pre-university degrees for young people who left the country for studies, but also for foreign refugees, are approved.

The instruction of the Ministry of Education and Sports "On determining the criteria and procedures for the equivalence of certificates and diplomas of students of pre-university education from abroad" was published in the official notebook.

The instruction stipulates that the application form for certificates of completion of basic education and class certificates of pre-university education is completed online on the e-Albania portal.

The applicant must upload in electronic format (PDF) the documentation that includes: certificate of completion of basic education, class certificates, issued by the institutions responsible for issuing the qualification in the country of origin, equipped with an apostille stamp or legalization from the country of issue, united with the original (notarized), as well as translated into the Albanian language by a translator licensed in the Republic of Albania; ii. class attendance document if the student has not completed the class, issued by the institutions responsible for issuing the qualification in the country of origin, equipped with an apostille stamp or legalization from the country of issue, combined with the original (notarized), as well as translated into Albanian by translators licensed in the Republic of Albania; iii. photocopy of the identification document.

The required accompanying documentation must be submitted in electronic format during the online application, as well as sent within 5 days from the date of the online application, and the specified documentation is sent to ZVAP by post.

For persons with refugee status, the application for recognition and unification of the certificate of completion of basic and pre-university education is not carried out online. Applicants must submit to ZVAP the documentation, including the certificate of basic education, class certificates issued by the institutions responsible for issuing the qualification in the country of origin, combined with the original (notarized), as well as translated into Albanian by a licensed translator in the Republic of Albania; ii. class attendance document if the student has not completed the class, issued by the institutions responsible for issuing the qualification in the country of origin, combined with the original (notarized), as well as translated into Albanian by a translator licensed in the Republic of Albania ; iii. photocopy of identity card or passport, or the document issued by the competent authorities through which his identity is proven; iv. the document issued by the competent bodies certifying that the person has acquired the status of a refugee, a displaced person and a person similar to refugees.

The directive also stipulates that refugees who present partial documentation, or cannot present documents to prove their qualifications or periods of study, have the right to recognition and integration within a reasonable period of their qualification or periods of study, in order to continue further studies, or to be employed./ Monitor
