Biden nominates Jim O'Brien as Assistant Secretary of State for Europe

President Joe Biden announced his intention to nominate former US envoy for the Balkans, Jim (James) O'Brien, as Assistant Secretary of State for European and Eurasian Affairs.

This was announced through an announcement from the State Department .

James C. O'Brien currently serves as Chief of the Office of Sanctions Coordination, with the rank of Ambassador, at the US Department of State, a post he has held since 2022. Previously, O'Brien served in two the American administration as a special presidential envoy.

A former career State Department employee and recipient of numerous performance awards from 1989 to 2001, he served as Senior Advisor to former Secretary Madeleine Albright, Principal Deputy Director for Policy Planning, and Presidential Envoy for the Balkans .

O'Brien led a large and successful sanctions program and advised on a range of issues, including European peace negotiations, science and environmental agreements, the post-Soviet transition of Russia and Ukraine, and initiatives to investigate and prosecute individuals responsible for war crimes.

O'Brien was part of the American delegation during the negotiations in Rambouillet between Kosovo and Serbia in 1999.
