Russian President Vladimir Putin is trying to use the winter in Ukraine as a weapon of war, NATO Secretary General Jens Stoltenberg said.
Speaking to reporters, Stoltenberg said members of the defense alliance have delivered generators and spare parts to help Ukraine repair its damaged energy infrastructure.
The Russian military has targeted Ukraine's power grid with airstrikes for weeks, leaving millions without electricity.
"We must be prepared for more refugees to cross into the rest of Europe" as a result of "Russia's deliberate attack on critical services," Stoltenberg says.
He further added that President Vladimir Putin is "failing" in his war and as a result more attacks on Ukraine can be expected.
Since the invasion in February, he notes that Russia has relinquished Kiev, Khakriv and Kherson, adding that this is a "sign of weakness".
