Bardhi sues Belinda Balluk in SPAK: Tripled the costs of the photovoltaic plant in the Zadeja dam

The head of the PD parliamentary group, Gazment Bardhi, has today denounced from the Assembly an abusive and criminal scheme, accusing the Deputy Prime Minister and the Minister of Infrastructure and Energy, Belinda Balluku.

Bardhi stated that with Balluk's firm, a project which is done by the state costs 8 million euros, while when it is done by the private sector, it costs 3 million euros.

Bardhi said that "the Democratic Party has made available to SPAK documents that prove that one of the winning companies in the state project of the photovoltaic plant of 8 million euros, when it carried out projects for private individuals, projects even more complicated than that of KESH -it, he won the price of 365 thousand euros for Megawatt. The same company, when he worked for Belinda Balluk's KESH and Ergys Verdhos, won the price almost three times more. high, about 985 thousand euros per megawatt."

Propaganda about how well the government takes care of pensioners, children, young people, farmers, working people will accompany you until the end of the year. But please, whenever you see such a spectacle, reject it! It is the propaganda of corruption, which steals every day from your taxes, from your sweat, steals every day the future of your children!

-A project, seemingly insignificant for public attention, but which shows how the Minister of Energy, Belinda Balluku, uses the country's vital need for electricity to produce a criminal scheme that almost triples the costs of energy projects.

The case that I will make public today bears Belinda Balluku's signature from start to finish. A repeat violator of the law, who should be investigated by the Special Anticorruption Prosecutor's Office without wasting time and should be brought to justice.

Only with Belinda Balluk's firm can it happen that a project, which, when built by the state, by KESH, costs 8 million euros and when built by the private sector costs 3 million euros.

This happened with the construction project of the photovoltaic plant at the Zadeja dam, the cost of which was inflated fictitiously, causing a damage to the state budget of at least 5 million euros.

A fictitious cost increase must have happened with many, many other projects depending on Belinda Balluk or other ministers of Edi Rama's government, but today I am bringing the facts about the abuse of public funds in the KESH energy project.

Nën varësi të Belinda Ballukut, KESH lidhi një kontratë për ndërtimin e impantit fotovoltaik të digës së Zadejës për 8.13 milionë euro ose sa 97% e fondit limit.

Është bërë krejt e zakonshme për qeverinë e Edi Ramës që fituesit e tenderave janë të paracaktuar dhe nuk kursehet pothuajse asgjë.

KESH-i e lidhi këtë kontratë2-3 herë më të shtrenjtë sesa vlera reale e punimeve të saj, në gusht të vitit të kaluar, pasi projekti kishte marrë miratimin paraprak të Belinda Ballukut. Sipas ligjit, Ministrja e Energjetikës ka detyrimin e njohjes së çdo projekti të tillë shtetëror ose privat, për të cilin jep miratimin ose e refuzon atë.

Në këtë rast, Belinda Balluku e ka miratuar projektin shtetëror për impiantin fotovoltaik në digën e Zadejës, duke vënë firmën në një projekt që doli në tender me vlerë 8.3 milionë euro, kur ndërkohë, një projekt tjetër, thuajse binjak me këtë shtetërorin, u kushtoi investitorëve privatë jo 8 milionë euro, por vetëm 3 milionë euro.

Partia Demokratike i ka vënë në dispozicion SPAK-ut dokumente që provojnë se njëra nga kompanitë fituese në projektin shtetëror të impiantit fotovoltaik prej 8 milionë eurosh, kur ka realizuar projekte për privatë, projekte akoma më të ndërlikuara se ai i KESH-it, e ka nxjerrë çmimin 365 mijë euro për Megavat. Ke njëjta kompani, kur ka punuar për KESH-in e Belinda Ballukut dhe Ergys Verdhos e ka nxjerrë çmimin gati tre herë më të lartë, rreth 985 mijë euro për megavat.

Cili është shpjegimi që e njëjta kompani, i njëjti projekt, madje edhe më i vështirë, kur paguhet nga privati, kushton gati3 herë më pak se projekti shtetëror?

Ka vetëm një shpjegim. Tek privati nuk vidhet. Në shtet, tek Ministria e Belinda Ballukut, me firmën e saj, me klanin e saj, vidhet rëndshëm.

Vidhet gati 3- fishi i projektit.

Në dokumentet që ia kam dorëzuar Prokurorisë së Posaçme disa ditë më parë kam vënë në dukje se Belinda Balluku, si Ministre, dhe Ergys Verdho, si drejtor i KESH-it, e kanë lejuar këtë dëm ekonomik me vetëdije dhe me dashje të plotë, pasi ata kanë patur informacion për diferencën e madhe të çmimit, rreth 5 milionë euro. Në të paktën dy herë, ligji ngarkon Ministren të japë miratimin paraprak për ndërtimin e projektit dhe, më pas, t’i propozojë qeverisë miratimin e tij përfundimtar.

Pra, Belinda Balluku, është e detyruar me ligj të dijë kostot e projekteve që nga fillimi, kur propozohen, deri në fund, kur i çon për miratim në qeveri. Asnjë justifikim nuk mund ta mbrojë nga ligji Belinda Ballukun. 

Është në përgjegjësinë e SPAK-ut të gjejë se në xhepat e kujt kanë shkuar 5 milionë eurot plus në projektin e fryrë për ndërtimin e impiantit fotovoltaik në digën e Zadejës.

Njerëzit janë aty, duhet t’i hetojë, zyrtarë shtetërorë dhe individë privatë qofshin, të cilët zhvatin para nga shqiptarët. Mjafton të ndiqen paratë dhe hetimi do t’i çojë prokurorët në zyrën e numrit 2 të qeverisë.

Just as complete with evidence and facts is the other file that we submitted a few weeks ago, which officially documents how Belinda Balluku is at the head of one of the most corrupt schemes, that of the illegal sale and purchase of electricity. This is a scandalous abuse, which is calculated at least 180 million euros every year. Profits in violation of the law that, with the approval of Belinda Balluku, are distributed to 4-5 private companies. Equally shocking is the other affair denounced in SPAK for the Llogara Tunnel, where it turns out that not only the predetermination of the winning company, but also the fictitious increase of the value by 50 million euros has been proven.

All three of these are issues where SPAK has the chance to catch the sharks and shadows of the government. Until the election day comes and the Albanians decide by voting, only justice can stop their greed.
