Deputy Ina Zhupa asked about 25 questions about the activity of INSTAT where the biggest focus was on the census, where the director Elsa Dhuli found it impossible to answer.

Zhupa asked him why, since their published methodology provides for preliminary data, they did not implement it and did not extract data.

She also pointed out the fact that when INSTAT did the census in 2001 and 2021 with paper and scans, there were preliminary results for 2 months and the finals had a higher reliability.

Questions: 

 "1- How do you explain that in the data published by the 2023 Census, it turns out that in 12 years, only 70,000 dwellings were added according to the 2023 Census, when only Tirana in the last 3 months of construction has 231,000 m2 of construction, you don't have seen the towers and palaces built in Tirana for 12 years? It's not taking all of Albania, it's not taking the whole coast, it's taking only Tirana,
so according to the 2023 Census, there are 70,000 houses in all of Albania in 12 years.
The next question is: According to EUROSTAT, only in the European Union are registered 900,000 Albanians who have left, who have received asylum, who have a residence, not counting the USA, Canada, Great Britain, now how do you explain your figures, compared to the figures they have reported inter alia Eurostat ? Why is there no match, or are you "too accurate"? My other question is

How do you feel, Madam Director, when 89% of Albanians asked about the Census say that they do not trust the Census data? In fact, they don't believe that they have half of their family outside,
the driver and the constructions in Tirana, the driver and the youth who are not in school, depopulation, and they have no way to believe what you say. How do you feel as the director of this institution that has completely lost public trust?
