"The 5D scheme of the Municipality of Tirana, where directors and employees of the state administration gave themselves public tenders through the businesses they owned, has turned into a management model in the government of mismanagement. A model that is also followed in the Ministry of Infrastructure and Energy", said the member of the national council of the Democratic Party, Akil Kraja.

He stated that the Democratic Party has decided to forward a new case of this model, that of IDK KONSTRUKSION, to the judicial bodies and SPAK.

The Democratic Party has decided to forward a new case of this model, that of IDK KONSTRUKSION, to the judicial bodies and SPAK.

A company that has benefited in recent years over 30 million euros from public tenders, while there are reasonable suspicions that it served as a shell company for dubious transfers to the family members of its owners, higher-level managers at the Ministry of Infrastructure and Energy.

We recall that the Ministry of Infrastructure and Energy has been affected by the phenomenon of directors with fictitious businesses even in the case of the Albanian Road Authority, whose director, Evis Berberi, announced the winners of the company "Net Group" and "DAAM", companies that were practically owned by him himself.

The company that the Democratic Party denounces today, IDK KONSTRUKSION, is owned by the family members of OSSH Administrator, Distribution System Operator, Blendian Dalipi. He is also the owner of the company ABNID, which during the last years, has benefited over 10 million euros of direct sub-contracting from the company IDK KONSTRUKSION.

In addition to the family connection, and these million euro transfers from public tenders, IDK and ABNID also shared employees between them. In one case, the administrator of the company ABNID, owned by the Director of DSO, seems to have worked as a simple laborer for the company IDK KONSTRUKSION.

This is clearly another case of the 5D virus of the Municipality of Tirana or Net Group of ARRSH. This model, unprecedented in these 33 years of transition, must end. A model according to which the Directors of the public administration have turned into owners of fictitious businesses whose focus is not the protection of Albanian taxpayers, through the development of competitive and fair tendering procedures, but whose main goal is the transfer of public money to the accounts of their personal

This model is anti-business, it is anti-competition and it is not just corruption, it is much more. But it is also another challenge for the new justice bodies to show the impartiality and efficiency required in preventing abuses of this scale with the taxes of Albanian citizens.
