Bardhi collides with Balluk in the Assembly: Take out your pockets, empty them

A fierce debate broke out during the plenary session in the Assembly, between the Head of the DP Group, Gazment Bardhi, and the Speaker, Elisa Spiropali.

Bardhi accused Spiropali of allowing the interventions of the ministers, describing this as an open violation of the parliamentary procedure.

Speaker Spiropali reacted by citing Article 77 of the parliamentary regulation, but this caused an immediate reaction from Bardhi, who accused her of lying about the interpretation of the regulation.

Excerpts from the debate:

Bardhi: Bela found the lost money, did you find it? Take out your pockets, empty your pockets, empty your pockets. Empty your pockets so we can see them.

Spiropali: Where is the procedure. (turns off the microphone)

Bardhi: She (Balluku) is talking to me, tell her not to interfere. Madam President, you are completely in violation of the procedure, there is no article in this regulation that after the presentation of an amendment, the members of the Council of Ministers can speak. Only the amendment is presented and put to the vote, this is the procedure. I thank the minister for collecting our amendments and the cost came out to 300 million euros and now he says I don't have 300 million euros to increase pensions, salaries, health and education funds because 430 million euros will go to the Tirana incinerator, which does not exist. Which rule of the regulation says, find me, read it to me. It has nothing to do with any member of the Council of Ministers.

Spiropali: Of course, there is an answer for every amendment. Nena 77, read it carefully.

Bardhi: Read it, read it... You are lying.

Spiropali: I never lie.

Bardhi: Find me where the ministers have the right. We're letting them talk.
