Berisha referred to Article 43 of the DP statute, point 4 which states that 'the right to make requests and proposals to the National Assembly, for issues that are within its competence have the Chairman of the Party, the National Council, the Presidency of DPA, or not less than fifteen percent of the members of the Assembly with the right to vote, distributed in at least five DPA Branches'.
Thus, if Berisha manages to collect 1500 signatures for the convening of the National Assembly, the convening of a referendum will be in the competence of the National Assembly.
