In the last decade, new apartment prices have risen by 77%.
Ylli Sula, CEO of "Çelësi Media Group" and publisher of the KeyData Albania Index, which measures the performance of real estate prices, says that part of this increase has been influenced by the increase in cash flows from outside the real economy, especially from 2018 onwards.
He estimates that the real estate market is 60% formal and 40% informal. Sula claims that the "bubble" in the real estate market in Tirana will be felt from the end of this year and especially during 2023.
How has the price of apartments in Tirana been in the last decade?
According to the data of the historical index of KeyData Albania, which we publish every three months, the average price curve of apartments in Tirana, in the last 10 years 2012-2021, after the stability shown in 2011-2012 and a slight decrease suffered in the years 2013-2015, has begun to recover in the years 2016-2017, continuing especially from 2018 (with the exception of a transient steppe of 2020, the closure of the pandemic) to have a strong upward trend, which in the 10-year total reaches 44%.
Here we are talking about the average prices of all apartments, old and new, while the prices of new apartments, compared to the new ones of the first 10 years currently result in an increase of 77%.
The reasons for this increase are mainly three:
- The very nature of real estate, in areas with high development, as Tirana has been and continues to be the capital, tends to recognize such trends. World experience clearly shows this.
- The tendency, especially in the years 2010-2020, of relocation from the districts to Tirana.
- Increase in cash flows from outside the real economy, especially from 2018 onwards.
At the moment we are talking about, to these reasons has been added the increase in the prices of construction raw materials (iron, bricks, hydraulic materials, electrical, etc.) as well as labor at all levels of construction activity.
This increase has even brought a step forward in the continuation of works on the launched projects and especially on the start of new projects that have received permission in 2021.
Sipas vlerësimit tuaj, a ka kërkesë reale për kaq shumë ndërtime që po bëhen dhe priten të bëhen në Tiranë (në vitin 2021, sipërfaqja e dhënë me leje për ndërtim ishte rekord)?
Mendoj se duhet, fillimisht, të sqarojmë se çfarë do të thotë “kërkesë reale” në rastin konkret. Nëse flasim për nivelin sasior, apo vëllimin e kërkesës, përgjigjja është po, gjithë këto vitet e fundit, sidomos prej vitit 2018, kërkesa për blerje pronash të patundshme në Tiranë ka vijuar të jetë e lartë.
Nëse flasim për natyrën, “shëndetshmërinë” dhe domethënien e kësaj kërkese, ajo do të vlerësohej si pjesërisht reale dhe pjesërisht jo, pra pjesërisht vjen nga zhvillimet e tregut formal dhe pjesërisht nga ato të tregut informal. Ky vlerësim del qartë nëse zbërthehet dhe analizohet profili i aktorëve që kanë peshën kryesore në këtë kërkesë, të cilët janë katër:
– ulja drastike e përqindjes së interesave të depozitave bankare gjatë 10-vjeçarit të fundit ka bërë që shumëkush, i cili zotëron likuiditet, të shohë tek investimi në prona të patundshme një mundësi të mirë investimi me përfitim ndjeshëm më të lartë se depozitimi në bankë (kërkesë që vjen nga një zhvillim real tregu formal).
– rritja numerike dhe konsolidimi ekonomik, i lidhur me nivelin e të ardhurave, të punonjësve të administratës publike, të atyre të kompanive të fuqishme private, të specialistëve të profesioneve të lira dhe atyre të organizatave të shoqërisë civile dhe donatorëve, ka sjellë rritjen e mundësisë dhe kërkesës për standarde më të larta, e cila natyrshëm është orientuar te ndërtimet e reja, që janë përpjekur ku t’i paraprijnë kësaj kërkese e ku t’i përgjigjen asaj për standardet në rritje që kanë ofruar këto vitet e fundit (kërkesë që vjen nga një zhvillim real tregu formal dhe informal për shkak të përfshirjes në të ardhurat e këtyre kategorive të të ardhurave nga evazioni fiskal dhe korrupsioni).
– Vijimi, ndonëse në rënie të vazhdueshme këto 2-3 vitet e fundit, i fluksit dhe përqendrimit demografik dhe të biznesit nga rrethet në Tiranë (kërkesë që vjen nga një zhvillim real tregu formal dhe informal, për shkak të përfshirjes në të ardhurat e kësaj kategorie të parasë “gri” nga informaliteti më i lartë që ekziston në rrethe).
– “Bumi” i kërkesës nga para me origjinë të panjohur nga brenda dhe jashtë vendit (kërkesë reale që vjen nga zhvillime tregu informal).
Për vetë natyrën joformale të pjesshme, apo të plotë, të disa prej aktorëve që përmenda më sipër, është e vështirë të bëhen vlerësime me saktësi matematikore të raportit të flukseve formale dhe atyre informale të kërkesës së lartë në tregun e pronave të paluajtshme.
Gjithsesi nga sondimet, analizat dhe vlerësimet tona, ky raport qëndron mesatarisht në shifrat 60% treg formal dhe 40% informal.
Sa rrezik ka një flluskë të pasurive të paluajtshme dhe kur mund të ndodhë?
Rreziku i një “flluske” në tregun e apartamenteve në Tiranë, sidomos me ato që priten të ndërtohen, është real dhe kjo për disa arsye:
– Rënia e flukseve të ardhjes nga rrethet drejt Tiranës
– Qëndrueshmëria e tendencës së lartë të fluksit të largimit nga vendi (sidomos i shtresës së mesme të specialistëve dhe profesionistëve të përqendruar në Tiranë).
– Mbyllja e ciklit të “upgrade” të banesës nga një pjesë e mirë e punonjësve të administratës publike, të atyre të kompanive të fuqishme private, të specialistëve të profesioneve të lira dhe atyre të organizatave të shoqërisë civile dhe donatorëve.
- The shift of private investment flows, both from formal and informal money, more and more from Tirana to tourist areas, where it is currently believed that these investments could bring more benefits.
- The lack of optimism for short-term developments in the domestic market has also led to the shift of part of the cash flow generated in the country towards investments in foreign markets.
If these trends will continue with the current rhythms, the "bubble" in the real estate market in Tirana will be felt from the end of this year, especially during 2023./Monitor
