50% of mining permits granted in 3 counties. Dibra leads the way, Fieri ranks

Almost 50% of the mining permits are concentrated in 3 regions of the country, more specifically in Dibër, Kukës and Berat. According to data from the National Agency of Natural Resources, 121 permits or 22% of the total are counted in Dibër, 16% in Kukes and 11% in Berat of the total of 587 permits.

Meanwhile, the rest is divided among 9 counties, where Fieri ranks at the bottom with 2% of the mining permits that exercise activity in this territory. But, although they are rich in natural resources, municipalities and districts benefit little from these assets.

This is because according to the legislation in force, only 5% of the mining rent must be transferred to the municipalities where the mining companies operate, while the rest goes to the state budget.

In fact, it has often been requested that the amount of the transfer be increased to 25%, as was the case many years ago, while draft laws were also discussed in parliament, but were never finalized. Mineral rent is a tax levied by the state on businesses that exploit natural resources.

Meanwhile, according to the legislation in force, the value transferred to the municipalities where these resources are used, aims to make investments for the community, improving the livelihood of the residents living in these areas. According to official data from the Ministry of Finance and Economy, in the first 6 months of this year, the state budget collected 1.5 billion ALL from the export royalty tax./SCAN
