During the election campaign of 2021, Prime Minister Edi Rama faced the complaints of businesses about the lack of labor force and offered them as a solution the possibility of hiring foreign citizens.
"When they start learning Albanian, start and change because the rumors start, the worm enters them, not politics, not democracy, not freedom," said Rama to a businessman in the field of fashion, further alluding that Albanians were lazy and did not want to work.
Struggling to find workers in Albania due to high immigration, many businesses in the city of Vlora followed the Prime Minister's advice and hired foreign workers - but only a few of them continue to stay in Albania.
According to the Regional Employment Office, 227 foreign workers were employed in Vlora in 2022, but at the end of the year, 96 of them terminated their employment relationship and another part left without leaving a trace.
"Foreign employees do not have Albania as their final destination. They use it as a springboard to emigrate to other countries," says Alketa Llamani (Dhimitri), head of the Youth Center of Vlora, which is studying the exploitation of young people at work and the situation in the labor market, mainly in the field of services. .
Strangers flee at night
Some businessmen learned this after spending on travel tickets, rent payments and documents in search of foreign workers.
Alberto Fedozzi, owner of "Metalpro", an Italian-Albanian metal processing company, says he paid accommodation expenses and about 1,500 euros for the documentation of five Bangladeshi employees, who also received food.
The employees entered Albania regularly on January 9, but after two weeks at work, the driver who was supposed to pick them up did not find them at the apartment on the morning of January 25. The workers were not located even during the police searches.
"We discovered their absence on Wednesday, January 25, at 8:00 a.m. when the driver went to pick them up at the apartment where they were staying. The door was locked and so was their phone," said Alberto Fedozzi, the company's owner.

“Ne monitorojmë dhe kryejmë kontrolle periodike për të punësuarit që kanë një kontratë punë, por institucioni nuk është përgjegjës për rastet kur ata “thyejnë” kushtet,“ tha Xhaferraj.
Nga ana tjetër, Policia e Kufirit dhe Emigracionit thotë se detyrimet në këtë rast u takojnë kompanive që bëjnë punësimin dhe agjencive ndërmjetësuese.
Sipas drejtorit të Kufirit dhe Migracionit, Edi Sulejmani, përgjegjës në këtë rast është instutucioni i cili ndërmjetëson si dhe ai i cili punëson këta shtetas. Sulejmani thotë se sipas kushteve të ligjeve në fuqi, kompania duhet t’ju sigurojë atyre biletën e kthimit në vendet e origjinës si dhe t’i shoqërojë ata në porte apo aeroporte.
Por pavarësisht detyrimeve ligjore, deri më tani nuk rezulton ndonjë penalitet ligjor në ngarkim të kompanive të cilat ndërmjetësojnë punësim në Shqipëri, edhe pse ato janë përfshirë në disa procese gjyqësore, në të cilat hetohet për kalim të paligjshëm të kufirit nga të huaj që ishin sjellë për të punuar në Shqipëri.
Sipas të dhënave zyrtare të Gjykatës së Rrethit të Vlorës , gjatë 2018-2022 nuk ka asnjë rast të deklarimit fajtor apo parregullsi në drejtim të agjencive apo kompanive të punësimit.
Ikja e shqiptarëve
Situata me punonjësit e huaj është pasojë e ikjes prej vitesh të krahut vendas të punës.

Sipërmarrës në fushën e turizmit po ashtu ankohen se nuk arrijnë të kenë stafe të plota në sezon, ndërsa pretendojnë se edhe rritja e pagave nuk u ka siguruar krah pune të mjaftueshëm.
Alketa Llamani (Dhimitri) drejtuese e Qendrës Rinore të Vlorës, thotë se kjo mungesë solli promovim të idesë se zgjidhje konkrete ishin punonjësit e huaj, por kjo thjesht ka sjellë kosto shtesë.
“Më se shumti u identifikuan shpenzime të mëdha nga ana e operatorëve turistikë,” tha ajo, ndërsa shtoi se mjaft prej punëtorëve të huaj u kapën në kufijtë e vendit duke e larguar.

Entrepreneurs meanwhile have lost faith that this can be a sustainable solution. Fedozzi told BIRN that he had also searched for the "runaway" workers at the mediation agency and their partners in Bangladesh, but they could not establish contact with the workers either.
Although according to the contract, the intermediary agency was supposed to bring in additional employees at no extra cost to his company, Fedozzi is not convinced.
"We are not sure if we want to work with foreigners again," he concluded. Reporter.al
