The Criminal Court of Albania (CCIA) has ordered the arrest of Tirana Mayor Erion Veliaj and the appearance of his wife Ajola Xoxa. It was also decided that Xoxa is prohibited from leaving the country.

Judge Erjon Bani withdrew his decision after the defense requested more lenient security measures as well as the arguments of SPAK prosecutor Ols Dado, who requested that the security measures taken by this judge on February 9, 2025 be left in force. 


It is learned that during the hearing, the lawyers offered financial guarantees for Erion Veliaj, for the change of the security measure 'arrest with prison', and requested the measure of compulsory appearance for Ajola Xoxa.

Veliaj is accused of corruption in 9 cases and money laundering, while Xoxa is accused of corruption in 9 cases, money laundering and concealment of assets. Businessman Abule is charged with money laundering, while the other 5 are only charged with active corruption. The prosecutors of the case are Ols Dado and Altin Dumani, while judge Erion Bani.

Interrogation and verification of the conditions for the implementation of the security measure and the needs of personal security imposed on the persons under investigation Erion Vliaj, Ajola Xoxa, Elman Abule, Gentjan Sula, Meriman Palushi, Fatmir Bektashi and Shkëlqim Fusha with the decision

Në përfundim të gjykimit, Gjykata e Posaçme e Shkallës së Parë për Korrupsionin dhe Krimin e Organizuar me trup gjykues të përbërë nga gjyqtari Erjon Bani, bazuar në nenet 112, 248 dhe 260 të K.Pr.Penale, me vendimin Nr. 14, datë 12.02.2025, vendosi:
Vazhdimin e masës së sigurimit “Arrest në burg” parashikuar nga neni 238 i K.Pr.Penale, caktuar ndaj personit nën hetim Erion Veliaj me vendimin Nr. 7, datë 09.02.2025 të Gjykatës së Posaçme të Shkallës së Parë për Korrupsionin dhe Krimin e Organizuar.
Zëvendësimin e masës së sigurimit personal “Arrest në shtëpi” caktuar ndaj personit nën hetim Ajola Xoxa me vendimin Nr. 7, datë 09.02.2025 të Gjykatës së Posaçme të Shkallës së Parë për Korrupsionin dhe Krimin e Organizuar, me masën e sigurimit personal “Ndalimi i daljes jashtë shtetit” dhe “Detyrim për t’u paraqitur në policinë gjyqësore” parashikuar nga nenet 233 dhe 234 i K.Pr.Penale.
Urdhërohet personi nën hetim Ajola Xoxa që të paraqitet para oficerëve të policisë gjyqësore A.H, S.G, R.N dhe B.K, të Premten e parë dhe të tretë të çdo muaj, ora 11:00.
Urdhërohet personi nën hetim Ajola Xoxa të mos largohet nga territori i Republikës së Shqipërisë pa autorizimin e gjykatës, në referim të nenit 233 pika 1 të K.Pr.Penale “Ndalimi i daljes jashtë shtetit”.
Ndalohet përdorimi i pasaportës dhe dokumenteve të tjerë identifikues të vlefshme për daljen jashtë shtetit, për personin nën hetim Ajola Xoxa.

Urdhërohet personi nën hetim Gentjan Sula që të paraqitet para oficerëve të policisë gjyqësore A.H, S.G, Z. R.N dhe B.K, të Premten e parë dhe të katërt të çdo muaj, ora 14:00.
Vazhdimin e masës së sigurimit “Detyrim për t’u paraqitur në policinë gjyqësore” parashikuar nga neni 234 i K.Pr.Penale, caktuar ndaj personit nën hetim Meriman Palushi me vendimin Nr. 7, datë 09.02.2025 të Gjykatës së Posaçme të Shkallës së Parë për Korrupsionin dhe Krimin e Organizuar, me këtë ndryshim:
Urdhërohet personi nën hetim Meriman Palushi që të paraqitet para oficerëve të policisë gjyqësore A.H, S.G, Z. R.N dhe B.K, të Premten e parë dhe të katërt të çdo muaj, ora 14:30.
Continuation of the security measure "Obligation to report to the judicial police" provided for by Article 234 of the Code of Criminal Procedure, imposed on the person under investigation Fatmir Bektashi by decision No. 7, dated 09.02.2025 of the Special Court of First Instance for Corruption and Organized Crime, with this amendment:
