KLSH: The incinerator received the money the fastest of all the PPPs
There are currently about 15 Public-Private partnership contracts which are managed by private companies with state funding. According to the KLSH's research on budget payments to these contracts, it results that the Tirana incinerator concession has the fastest disbursement from budget funds in relation to other contracts.
"From the analysis of the progress of realization of expenses for concession contracts in the mid-year report, it is found that the contract "Construction and Operation of the Orikum - Dukat Yacht Port" for the 5th month of 2023 has been realized 9%; "Construction and Operation of Arbri Street" completion is 18%, while for "Construction of Pre-University Schools in the Municipality of Tirana" no payment has been made, while for the Tirana landfill concession it is reported that 70% of the total amount has been paid payments.
