"Corruption is a lifestyle in Albania", Cepani on BBC World Questions: SPAK is under pressure from politics
BBC World Questions was in Tirana where, among the many topics that were discussed about Albania, corruption was also discussed. BBC journalist Jonny Dymond noted that half of the citizens in Albania are involved in corrupt practices and the EU membership report has highlighted serious concerns in the areas of public life and business.
Meanwhile, the lawyer and activist for human rights, Edlira Cepani, invited as a panelist, mentioned some measures to deal with corruption. She emphasized that it is necessary to strengthen the justice system and support the SPAK institution, which, however, faces great political pressure that prevents them from doing their job properly.
Cepani also proposed an increase in sanctions, especially against corruption at the highest levels of politics, and called for stronger laws to support this process.
Question: My question is simple. I was the first revolutionary, I was at the front with the students. But for 34 years, we can see that corruption continues. I would like to ask the panel, how can we deal with corruption in Albania?
Jonny Dymond: A very simple question, but it seems like a very complicated answer. How can Albania deal with corruption? It is estimated that half of the citizens participate in one way or another in corrupt practices. And the EU membership report said there is an area of serious concern that prevails in many areas of public and business life. Lawyer and human rights activist Edlira Cepani, how can Albania deal with corruption?
Edlira Cepani: I think that corruption is fought by implementing the justice system and supporting the justice system to carry out their work. We have the SPAK institution, they are doing their job, but they have pressure from politics not to do their job properly. But they are doing their job.
One is, I think, increasing sanctions and imposing serious sanctions especially on corruption and high level politics. We have not had this before and we do not have such laws. And on the other hand, it is very important to work for the population and for the perception of corruption. The worst thing that can happen to corruption is that it becomes a normal way of life. Corruption does not make a healthy society. It kills society in every way.
You may think that corruption can help you earn faster or have money faster, but since you are corrupt in your profession, it can be a teacher, a politician, anything, also a doctor feels that it is normal to be corrupt. .
