Albania has been suffering for almost a decade the mass departure of white shirts abroad, mainly to Germany, but also to other countries of the European Union. The Albanian government initially ignored the problem, but during the last year, Prime Minister Edi Rama released for public consumption a plan similar to the proposal of the rectorate of Medicine.
