The granddaughter of Ulsi Manja, owner of the Bushati landfill

The Bushat Landfill is one of the largest government investments in the Municipality of Vau i Dejës, which has cost Albanian taxpayers a full 4.16 million euros. For its management, the former Bushat Commune Council created the enterprise "Intermunicipal Bushat" sh.a. which was responsible for the collection, systematization and recycling of urban waste in the Shkodër region and partially in Lezha. However, in June 2010, the Bushat Commune Council, upon the proposal of the mayor and the administrator of the enterprise "Intermunicipal Bushat", decided to entrust this work to the private company Becker Albania, concluding a contract with it for the use of the landfill for a period of 10 years.

10 years later, in October 2020, the Municipal Council again authorizes the Mayor of Vau i Dejës to review the contract with the private company. First, the Municipal Council Decision delegates the responsibility to the “Inter-municipal Bushat” enterprise to carry out the investment for the expansion of the Bushat landfill and the adaptation of the environment within it, with an additional area of ​​23 hectares for the treatment of inert waste.

The company itself and other municipalities in the Shkodra and Lezha regions will pay for waste treatment together with private operators and in return, the company "Ndërkumunale Bushat" will receive 20% of the tariff value. Secondly, although the Becker Albania company did not undertake any investment and no risk to find the market, as it operates under monopoly conditions in 2 regions, in 2020 it was decided that the contract would be extended for another 25 years.

 Thirdly, not only is the deadline extended, but now the price that the regional municipalities and private operators will have to pay increases from 1000 lek to 1500 lek. A price increase without first conducting a feasibility study by the authority that is changing the contract, to see the costs required for waste processing, the fee that is based on these costs and the profit margin that the company that takes over the management should have. In short, more income for the pocket of the company that is receiving without competition, in the form of a gift for a full 25 years, millions of euros of guaranteed turnover. But it doesn't end there, because over the years, the appetite has also increased.

In September 2018, Renaldo Joanidhi and Aldi Zaimi became owners of the Becker company, with 40% of the shares each and Pranvera Manja with 20% of the shares. The purchase price of the company is 3.5 million new lek. But what interest did these new shareholders have in this company when its contract was expiring in a few years? Let us explain to you now. If we analyze the balance sheets of the Becker Albania company at the beginning of its operation, the income was low, reaching the highest value of 43 thousand euros per year.

After 2014, the company began to generate an average of 150 thousand euros in revenue per year, and in 2017 and 2018, the revenues reached 400 thousand euros. What happens is that after receiving the contract extension, which also added the facility for the storage of inert and technological waste, the turnover of the Becker company doubled to an average of 800 thousand euros per year and with an average annual profit of 150 thousand euros. Only from the local units of the two regions, approximately 2 million euros were paid to the Becker company for the period 2019-2024

All this miracle comes with the extension of the contract for 25 years, the expansion of the waste facility that is deposited in the landfill and the increase in tariffs, which coincides with the arrival of new owners. But we still have. Renaldo Joanidhi together with Aldi Zaimi result in the shareholders of the company Dion-al, former Shpresa-Al, a company that has been under investigation for value added tax fraud, but the surprise owner who has 20% of the shares, is Pranvera Manja, granddaughter of Ulsi Manja, Minister of Justice and deputy of the Albanian Parliament in the last 3 legislatures.
