The Prosecution and the Special Court stated through two announcements on Friday that the State Police had not taken any measures and had ignored the frequent requests of the Republic Guard employees to secure the outer perimeter of the building from supporters of the arrested mayor of Tirana, Erion Veliaj, on February 12, putting the lives of judges, prosecutors and judicial administration employees at risk.
"This situation has led to the fact that even after the end of the court session and the announcement of the decision, the protesters have isolated all the judges and administrative staff through a siege, whose safety for life and health has clearly been compromised," the Special Court stated in a statement.
The unprecedented situation occurred on Wednesday, when supporters of Veliaj and the Socialist Party gathered in the early hours of the morning around the Special Court in protest of the arrest of Mayor Veliaj, who is accused of corruption and money laundering. After the session ended, the protesters were filmed surrounding the cars of judges and prosecutors and chanting “Shame”.
The Special Court and SPAK requested explanations from the Ministry of Interior, the State Police and other responsible institutions regarding the failure of the police to exercise their duty to guarantee security and order in the outer perimeter of these justice institutions, although such a thing has been continuously requested by the employees of the Guard of the Republic of Albania.
According to the two institutions, the negligence of the Police has led to difficulties in the movement of judges and prosecutors, as well as preventing them from leaving the court premises, while protesters have hit cars and cursed and insulted judges and prosecutors.
The inaction of the State Police to guarantee order in the court came after Prime Minister Edi Rama came to the defense of Mayor Veliaj and did not spare attacks on the judge in the case, Erion Bani, and SPAK.
Asked by BIRN about the conduct of the State Police, Prime Minister Edi Rama's press office did not comment, suggesting that we address the respective institutions. The Ministry of Interior and the State Police did not respond by the time of publication of this article, while the head of the Police Supervision Agency, Florian Sulejmani, said that as soon as they receive the letter, they will set up an inspection group to verify the allegations.

“Është dukshëm veprim i qëllimshëm dhe u kuptua nga deklarata e Ministrit të Brendshëm, Ervin Hoxha, i cili tha se ishte veprim sporadik, por nuk mund të thuhet sporadik për 13 orë”, tha Prençi.
Ai vlerësoi gjithashtu se prononcimi i ministrit të Brendshëm tregoi ndikimin e thellë politik në zinxhirin komandues e drejtues të Policisë së Shtetit, që është mjaft i dëmshëm, sidomos në këtë periudhë zgjedhore.

Prençi u shpreh se bazuar në rrethanat e ngjarjes, Prokuroria e Tiranës duhet të fillojë hetime ndaj protagonistëve të sulmeve e kërcënimeve, ndërsa Agjencia e Mbikqyrjes Policore duhet të fillojë procedim disiplinor për gjithë zinxhirin komandues që nuk ka vepruar për marrjen dhe zbatimin e masave në terren.
Po ashtu, Prençi konstatoi se protestuesit ishin punonjës të Bashkisë, Policisë Bashkiake si dhe punonjës të Ministrisë së Mbrojtjes, sipas tij këta të fundit, sportistë elitarë me grada ushtarake, të cilët janë pjesë e Forcave të Armatosura.

Democratic Party MP Jorida Tabaku described the situation as a coup d'état.
"The Special Anti-Corruption Court just revealed a government-organized attack on justice: Judges and prosecutors blocked inside the court! Protesters blocked entry, attacked judicial staff! The police did nothing—with a silent order not to act!" Tabaku wrote on the social network Facebook, describing the rally as a coordinated effort by the government to protect corruption and save Erion Veliaj and other corrupt people through intimidation and attacks on justice, now physically.
The head of the DP Parliamentary Group, Gazment Bardhi, also accused the Minister of Interior of misinforming the Albanian Parliament regarding the situation.
“The Minister of Interior publicly lied and misinformed the Albanian Parliament regarding the inaction of the State Police against the mafia attempt by the Batakçi directors of the Municipality of Tirana to physically intimidate judges and special prosecutors in the line of duty,” Bardhi wrote.
