In early January, the Directorate of Art and Culture in the Municipality of Fier opened a tender with the object “Celebrating with Fier emigrants in Greece.” The activity was described as a 'festive concert', for which the municipality sought to hire three singers from Fier, a 30-seat transport bus, and a coordinator.
Scheduled to take place in Athens at a time when political parties are engaged in a heated competition for the diaspora vote, the concert was canceled.
"We canceled it because we had not notified the CEC five days in advance. The activity in Athens took place, but without the municipality," Mayor Armando Subashi told BIRN.
The activity was denounced by the opposition as an attempt to use public money to lure the immigrant vote. The municipality's withdrawal came only after the denunciation.
But for local opposition representatives in the Municipality of Fier, this is not the only attempt to alienate votes through the use of public funds or violation of electoral law.
The opposition also denounced the leasing of thousands of square meters of land by the Socialist-dominated Municipal Council, with the aim, according to them, of influencing the May 11 elections.
"The way decisions are made in this Council is scandalous. Giving away public assets with 'closed eyes' without an explanatory report, even if only as a procedure, is criminal," Democratic Party advisor Endri Jaupaj told BIRN.
Mayor Armando Subashi denied the allegations.
"We are at work, the municipality will continue working normally," he said, claiming that the procedures for granting the land had not been completed and the decision was only in principle.
Land for rent before the elections
Four draft decisions for the lease of public properties were adopted with a majority vote of socialist councilors at the January 30 meeting of the Fier Municipal Council. The lands are located in Asturkas, Libofshë, Sheq, Marinas, Topojë, Bregas, Frakull, as well as two properties within the city.
According to the opposition, their lease was made without transparency and that not even the socialist councilors knew what they voted for. None of the decisions were accompanied by documentation and the councilors voted without even knowing the surface area of each of the public properties that the municipality will lease. In the respective items on the agenda, only the location and cadastral number of the properties were described.
Councilors from other parties voted against and said they would appeal the decisions, which they said were an attempt to alienate the vote through the use of public property.
"We will appeal the decision, initially to the prefect and then we will follow the judicial process. In the meantime, we will also signal the CEC about this decision," said Kreshnik Dapi, advisor to the Social Democratic Party.
“Është marrë vendim për dhënien e pasurive publike, pa asnjë informacion për përfitimet që do të ketë komuniteti, subjektet që përfitojnë dhe për çfarë do shfrytëzohen këto toka”, shtoi ai.
Këshilltarët e partive në opozitë shtuan gjithashtu se në Këshill u votua pa pasur informacion. “Sigurisht që ka efekte elektorale një pasuri e tillë e dhënë në këtë moment para zgjedhjeve,” shtoi më tej Dapi.
Kryetarja e Këshillit Bashkiak, Antoneta Çuni pranoi se nuk ishte në dijeni të detajeve për dhënien e tokave me qira dhe këmbënguli se detyra e saj ishte vetëm të drejtojë mbledhjet.
“Nuk i di detajet, por di që janë tokë shtet dhe pa frut. Unë nuk kam detyrim të njoh detajet e projektvendimeve që kalojnë në Këshill, por vetëm të bëj detyrën time si drejtuese e atij Këshilli ku të respektohet ligji për vendimmarrjen nga pikëpamja proceduriale”, tha Çuni.
Kryebashkiaku Subashi mohoi që vendimi të ketë lidhje me zgjedhjet dhe pretendoi se ishte vijim i punës së bashkisë. Ai tha se vendimi ishte marrë vetëm në parim dhe se procesi do të vijonte me shqyrtimin e ofertave. “Më tej do vazhdojmë me procesin e shqyrtimit të ofertave dhe tokat do t’i marrë ai që jep ofertën më të mirë”, tha Subashi.
Kjo vendimmarrje nuk është i vetmi rast që opozita pretendon se lidhet me zgjedhjet. Zyrtarë lokalë të opozitës kanë dënoncuar marrjen pjesë të administratës në aktivitetet e socialistëve, ndërsa po ashtu BIRN gjeti se punonjës të ndërmarrjeve të bashkisë morën pjesë në një gosti të shtruar nga Partia Socialiste me pensionistë.
Për kryebashkiakun Armando Subashi, përfshirja e administratës apo punonjësve të bashkisë në aktivitete zgjedhore është çështje orari. Sipas tij, askush nuk mund të ndalojë një nënpunës, qoftë zyrtar i lartë apo punonjës pastrimi, të marrë pjesë në fushatë pas orarit zyrtar të punës.
“Nëse akuzat që bëhen verifikojnë se këta punonjës janë në orar zyrtar, unë jam I gatshëm të marr masat sipas ligjit,” tha Subashi.
Por përfaqësues të opozitës pretendojnë se punonjësit e administratës janë nën presion për të qenë pjesë e aktiviteteve elektorale dhe këmbëgulin se mjaft prej tyre kërcënohen me vendin e punës.
“Unë di raste me emër dhe mbiemër që janë hequr nga puna duke u thënë: Nuk je me ne. Janë duke bërë fushatë shumë agresive. Tani me votën e diasporës po kërkojnë nga punonjësit e administratës të dhënat e të afërmve jashtë, e-mail dhe numër telefoni”, tha përfaqësuesi i Partisë së Lirisë, Arben Çuko.
Akuzat për punësime
Ndryshe nga Bashkia e Fierit, në Lushnje opozita ankohet për rritje fiktive të numrit të punonjësve në kompanitë në varësi të bashkisë. Përmes një kërkesë për informacion, BIRN mësoi se numri i punonjësve në bashkinë e Lushnjes u rrit me 37 vetë, nga 1033 në vitin 2023, në 1070 në vitin 2024.
Drejtoresha e Burimeve Njerëzore ne Bashkinë e Lushnjes, Erisa Qalliu tha se kjo rritje e numrit te punonjësve është bërë si plotësim i nevojave qe kishin disa sektorë në Ndërmarrjen e Pasurisë Publike.
"It is for the needs coming from the relevant directorates, for example, there is an increase in the MZSH Sector (continuous need from fires), one of the municipalities with the highest number of fires," Qalliu claimed.
Democratic Party MP Saimir Koreshi says that subsidiary companies or joint stock companies with the municipality as the main shareholder are being used for electoral recruitment. According to him, this is because companies like the water supply company do not account for the recruitments since they operate as private entities.
"I have also stated from the parliament's podium that in Lushnje, people who are not even in Albania are employed in the municipality and receive their salaries. The scandal goes to the point where a job is divided in half, with one employee receiving the insurance and another receiving the salary," Koreshi told BIRN.
Koreshi also said that being a service enterprise, employment is done without educational and professional criteria, while employment contracts are short-term, not exceeding 6 months.
The municipalities of Divjakë and Rroskovec did not respond to BIRN's request for information on the number of employees and changes in this number over the past two years. Other municipalities in Fier District that responded to the request for information claimed that the number of employees in them had not changed./ BIRN
