EP Representatives: Enable the Work  of Parliaments in Western Balkans Countries

Chair of the European Parliament (EP) Delegation for Serbia, Tanja Fajon, urged Western Balkan authorities on Wednesday to allow parliaments to work during the coronavirus pandemic, whereas the EP Rapporteur for Serbia Vladimir Bilcik said democracy cannot be a victim of the pandemic.

“I call on the authorities of the Western Balkans countries to ensure the constitutional role of parliaments in overseeing the measures undertaken to fight the spread and impact of COVID-19. Suspension of democracy is not an option in these difficult times”, she wrote on her Twitter and tagged Bilcik and the European Parliament.

“As the European Parliament prepares for this week’s plenary, we follow developments in Western Balkans very closely,” Bilcik wrote in response to Fajon’s tweet.

“In these unprecedented times of crisis, it is essential that parliaments in accession countries continue to play their constitutional roles”, he wrote.

“Parliaments have to oversee the measures taken to fight the spread and impact of COVID-19, they represent the voice of the citizens. Democracy cannot be a victim of the pandemic”, he added.

The Serbian parliament, which was previously dissolved due to calling regular elections, was not convened again on the occasion of the declaration of a state of emergency due to the coronavirus pandemic, and parliament speaker Maja Gojkovic explained this with the recommendations of the Serbian government on limiting the number of people who can gather in one place.

However, an online session of the Belgrade Zvezdara Municipal Assembly on budget rebalancing - that took place recently - has shown that a session can be organized even in such extraordinary circumstances.

Of the countries in the region, parliament is also dissolved in North Macedonia for calling early elections, while a collegium of presidents, consisting of the parliament speaker and the chairmen of parliamentary groups, confers in Montenegro. The parliaments of Albania, Bosnia, and Herzegovina (B-H) and Kosovo have continued their regular activities.
