Human Rights House: Disproportionate Use of Force Towards Protesters

The Human Rights House, a network of organizations of the civil society, strongly condemned the actions of the police in Belgrade, during the securing of the rallies “1 out of 5 million”, which were held on Saturday and Sunday, N1 TV reported.

“The prevention of the outbreak of riots and the protection of people and property is the police’s basic tasks when securing public gatherings. An irregular estimate of the predicted security risk from the burst into the RTS building and the absence of a timely reaction has contributed to the escalation of violence. Bearing this in mind, the subsequent use of force on the part of the police, which those present participants recorded and posted, can be estimated as being inappropriate”, states the announcement.

“The realization of the right to information, as the basic civic and political right, is a clearly articulated demand of the citizens ever since the very beginning of the protests in December 2018. The only response of the public service and other media is the reporting on the incidents which the police neglected to prevent, with the intention of creating animosity among the citizens with conflicting political standpoints, and creating an image of a violent change of the state order”, adds the announcement.

“The ignoring of the citizens’ needs who have been calling for dialogue during the three-monthly protests on the part of the state, is the sole cause of the violence which took place over the weekend. We call on the political senior officials, all the relevant state and independent institutions and media to put a stop to the further polarization between the citizens and the state and enable basic conditions for democratic dialogue”, states the Human Rights House.

The Human Rights House is comprised of the Lawyers' Committee for Human Rights – YUCOM, the Belgrade Centre for Human Rights, the Civic Initiative, the Helsinki Committee for Human Rights and the Centre for Practical Politics.
