Italian DIA’s 2019 report: Albania – a leader in marijuana

Print and electronic media over the weekend focused on the report submitted by the Italian Investigative Anti-Mafia Directorate (DIA) to the authorities of the neighboring country, which focuses on the second half of 2019.

In the report’s section on DIA’s co-operation with the Albanian law enforcement, it is stated that Albania is now considered a leader in the production of marijuana, positioning itself among the “first producers in Europe and among the first in the world”. As per the report the Albanian criminal groups, which are enhancing their operational capacities thanks to the profits made by the trafficking of cannabis, have invested in improving the quality of cannabis cultivations by using seeds capable of producing plants with a high THC concentration.

According to the same source, the shipment of cannabis through speedboats from Albania to Italy continued even during the COVID-19 emergency, and the money earned by cannabis is being used by Albanian criminal groups to enter the heroin and cocaine trade, thus multiplying their unlawful revenues. The report also notes the ties that have been established between the Albanian criminal groups and the Italian criminal clans, as well as the assistance and support provided by the Italian law enforcement to their Albanian counterpart in the fight against organized crime and drugs, listing a number of joint operations held for this purpose.

The report led to the Democratic Party accusing the government over the weekend that it has renewed the cannabis cultivation operations from north to south. On Saturday, DP Secretary for Legal Affairs Çlirim Gjata published a series of pictures taken from what he said was the cannabis cultivations that are under the control of PM Rama’s untouchables. According to Gjata, the cannabis cultivation resurgence was one of the facts highlighted by the Italian DIA’s half-year report.

His claims were promptly repealed by both Interior Minister Sandër Lleshaj and the State Police, who even said that the police force was being demotivated as a result of the above-unprincipled attacks. The DP pictures were dispelled as belonging to previous years or to cannabis cultivations already destroyed this year by the State Police. DP Secretary-General Gazment Bardhi tweeted on Sunday said that the Italian DIA’s half-year report allegedly shows Albania’s need to cut off ties between crime and the government.
