Local government elections in Albania held peacefully, marked by low turnout

Newspapers reported that Sunday’s local government elections were held in a more peaceful atmosphere than expected, in view of the Democratic-Party-led (DP) opposition decision to boycott them and to declare them null and void, in conformity with presidential decrees issued during June, which first un-decreed the election date and then set 13 October 2019 as the new date for local elections.

Albanian media noted the low turnout of this electoral process, referring to the Central Election Commission’s (CEC) official data of 21.6 percent, or 771,863 Albanian citizens, having participated in the said electoral contest. The CEC’s figures were challenged at every turn by the DP that gave an alternative turnout of 15 percent, after denouncing earlier what they said were the episodes of voters’ intimidation and money spent by the Socialist Party (SP) as part of a massive operation for manipulating the participation rate.

The President of Republic said before the vote that it was a socialist voting process and that the constitutional election date was 13 October 2019. Newspapers quoted an interview from former SP Chair Fatos Nano, after voting on Sunday, in which the latter voiced his support to the on-going electoral process. They speculated that Nano had been offered by Rama to replace Meta after his expected dismissal.

The State Police committed a total of 7,779 police officers to guarantee safety in the local government elections. Police launched criminal proceedings against Shkodra Mayor Voltana Ademi for trying to prevent the electoral process under her jurisdiction, whereas the General Prosecutor’s Office said at the end of the Election Day they had launched three criminal proceedings against two individuals, who tried to disrupt the voting process in two voting centers, in Durrës Municipality’s Sukth village and in Kamza Municipality respectively.
