New Kosovo Prime Minister in Office, Belgrade Hopes for Cancellation of Tariffs

A newly appointed Kosovo Prime Minister Avdullah Hoti took over on Thursday his duty and held the first session of the cabinet, while announcements came from Belgrade that he was expected to cancel customs tariffs and other obstacles for the continuation of the dialogue introduced by former Prime Minister Albin Kurti, with his last move as the head of the government.

After he took over the duty, Hoti praised the founder of the Democratic Alliance of Kosovo Ibrahim Rugova and visited a memorial complex Adem Jashari, constructed in honor of the commander of Kosovo Liberation Army (UCK) who was killed in the battle with Serbian police in March 1998.

Kurti was not present at the ceremony, because he did not want to give the power to the person he deposed from the office of the Minister, immediately after his government lost the trust of the Parliament.

Hoti said on Thursday that the priorities in the work of the new government would battle against coronavirus pandemic and economic recovery of Kosovo and he added that he felt very good for coming back to the government.

Belgrade hopes tariffs will be canceled soon: Serbian Prime Minister Ana Brnabic said that she hoped that the new government, led by Hoti, would cancel the tariffs and reciprocity measures as soon as possible, which would fulfill conditions for the continuation of the dialogue and trade cooperation.

“We appeal to the reason and cancellation of these measures, so we can go back to the negotiation table because the dialogue is the only way for the people in Kosovo to be safe and have a safe present and better perspective for the future”, Brnabic said.

Radio and Television of Serbia (RTS), reported their own findings that an EU special envoy for the dialogue Miroslav Lajcak would soon visit Belgrade and Pristina, in order to present the view to continue the talks without any delays and that the change of the borders had no support in the region and the EU and could not be a part of the solution.

An anonymous high official of EU, which was cited by RTS, claimed that the first meeting would not happen in June perhaps, as it was planned at first, but it was certain that it would be organized in Brussels and that it would focus on the implementation of previous agreements and achieving the final agreement on normalization.

He emphasized that the reaching of a final agreement, with the readiness of the two sides, would not take years, but it could be done in “several months”.

Reactions from the officials from Belgrade and Pristina to these announcements ranged from very restrained to openly hostile.

Serbian President Aleksandar Vucic said in general that he was not against participation in the dialogue once Pristina canceled the tariffs, but he could not understand what the solution Lajcak would propose could be and where all that optimism was coming from that the agreement could be reached soon.

On the other hand, Kosovo President Hashim Thaci discarded a possibility to meet Lajcak, because he insisted on the mediation of Washington and the special representative of the US President Richard Grenell.

As a motive to oppose the dialogue with Lajcak, Thaci also stated that he was a Slovak diplomat i.e. he was coming from a country that did not recognize Kosovo, and because, not like Federica Mogherini, he was addressing Kosovo delegation with Pristina, which implied that it was not an independent country.
