Pristina Claims that Belgrade Intends to Withdraw from Dialogue

Serbia was unconstructive in the dialogue with Kosovo in Brussels and it returned to the elements that had already been agreed in principle, the coordinator for dialogue from Pristina Skender Hyseni said.

The Pristina-based daily Koha reported that Hyseni assessed that Belgrade had made efforts to open certain chapters on which an agreement had already been reached in principle and that this raised concerns with him that Serbia intended to withdraw from the process.

He said that Kosovo continued to be rigorous in protecting its interests and insisted on a peace agreement with Serbia that should result in mutual recognition.

Hyseni said there were serious signs that Serbia was planning to manipulate the negotiation process, but that there could be no other agreement than mutual recognition.

They held separate meetings with the mayor of Decani Bashkim Ramosaj and the abbot of the Orthodox monastery of Decani Sava Janjic.

“We call on the parties to strictly adhere to Kosovo’s laws, in particular, the Law on Special Protected Zones from 2008 and to express any concerns within the Implementation Monitoring Council (IMC) before taking any action”, the joint statement reads.

“In addition, we ask the Kosovo authorities to implement the ruling of the Constitutional Court of 19 May 2016 in the case of the land dispute in Decani. We ask the government of Kosovo to finally resolve this issue as soon as possible in accordance with the above”, the international diplomats stressed.

Their joint visit came two days after Kosovo Prime Minister Avdullah Hoti visited the monastery, along with Bashkim Ramosaj and KFOR General Michele Risi, thus calming the latest tensions.

For years, there have been tensions between the monastery and the municipality of Decani, which were most visible to the public in the dispute over the construction of the Decani-Plav main road, and non-implementation of the Kosovo Constitutional Court’s ruling confirming the ownership of almost 24 ha of land, which the Decani municipality refuses to implement and formally register the property in the cadaster.

Tensions suddenly escalated this month when the works continued on the road that passes next to the monastery, i.e. through the Special Protected Zone, the portal Kossev reported.
