US Demands Fast Reopening of the Dialogue on Kosovo, Even if that Includes Demarcation
The United States of America demanded the reopening of the dialogue between Belgrade and Pristina and persistently requested that the two sides should start making a deal, even if that should include a demarcation, Belgrade-based Beta news agency reported on Thursday.
“While European Commissioner for Enlargement Johannes Hahn was arriving in Belgrade without mentioning a new effort of the EU in removing obstacles in the dialogue between Belgrade and Pristina, the Americans persistently demanded that the two sides should immediately start making a deal, even if that should include a demarcation.
“Germany got involved more and believed that the EU must get ‘a strong negotiator’ in that process in autumn. Berlin is decisively against changing of borders, but Berlin would also support a solution that would give the northern Kosovo wide authority and, for example, Kosovska Mitrovica could get a status of ‘free city’, similarly to Brcko.
“This was announced for Beta news agency by very well informed analysts and European sources in Brussels that believed the resolution of Kosovo knot would inevitably be pushed back due to Brexit, elections for European Parliament and possible changes that the outcome of these elections could get for the structure and political activity of the EU, as well as the need to urgently overcome the divisions within the union.
“Washington is supporting any solution agreed by Serbia and Kosovo, but which should also mean mutual recognition, as it has been recently clearly explained by a new person from the State Department in charge of the Balkans, the old expert of Balkan issues, Philip Reeker.
“Hahn’s arrival to Belgrade without a proposal for taking the dialogue out of the back alley confirmed the assessments that the EU was already turning to the important elections for European Parliament, followed by preparation for the election of the new European Commission and new EU mediator in negotiations between Belgrade and Pristina…
“The only visible change among the EU member governments was in France’s view, which believed that negotiations between Belgrade and Pristina should be reopened and a solution that would mean demarcation should be supported, which was persistently refused by Germany so far.
“Berlin supports the view that everything should be delayed for autumn and that ‘a strong envoy with a strong team and authorities’ should be appointed for Western Balkans, who would strongly start negotiations between Belgrade and Pristina, within European service for foreign affairs.
“Berlin would support that, as a part of the permanent agreement, northern Kosovo should get more authority than what was prescribed by the structure of Association of Serbian Municipalities, but within Kosovo Constitution, while Kosovska Mitrovica could get a status of ‘free territory’, similarly to Brcko in Bosnia-Herzegovina (B-H), without changing the current borders.
“It seems that Paris, and Berlin, even more, believed that the current mediator in the dialogue Federica Mogherini and her team got weary, had no strength or new ideas to attract Belgrade, and even more Pristina, to return to negotiations ‘in good faith’.
“This is especially referring to EU’s lack of power to obtain the withdrawal of Pristina’s decision on introducing 100 percent taxes on import of commodities from Serbia and B-H, as well as the formation of Kosovo Army, and prevent extremely arrogant behavior of some Pristina officials during the dialogue.
“USA, as well as the vast majority of EU members, blamed Pristina for introducing the taxes and requested immediate withdrawal of this measure, while only Berlin’s view was somewhat restrained. Belgrade was accusing Germany, partly Washington also, that they were giving tacit support to the government in Pristina regarding this issue”, Beta news agency reported.
