Ngërçi politik në Kosovë/ Për herë të 14-të, deputetët nuk arrijnë të konstituojnë Kuvendin
Kosova vazhdon të jetë pa Kuvend funksional, pasi deputetët kanë dështuar sërish në përpjekjen e tyre të katërmbëdhjetë ta konstituojnë Kuvendin e ri.
Dështimi më i fundit ndodhi të dielën, kur kanë kaluar tre muaj pas mbajtjes së zgjedhjeve parlamentare më 9 shkurt. Sikurse në seancat e ditëve të kaluara, edhe të dielën kryesuesi i seancës konstituive, Avni Dehari, kërkoi sërish formimin e një komisioni për mbikëqyrjen e votimit të fshehtë për kryeparlamentar.
Propozimi nuk i mori votat e mjaftueshme dhe seanca u ndërpre për të vazhduar pas dy ditëve, të martën në mëngjes. Në seancën e së dielës u pa edhe një mungesë më e theksuar e deputetëve, pasi të pranishëm ishin vetëm 92 deputetë nga 120 sa ka Kuvendi i Kosovës.
Dështimet e njëpasnjëshme për ta konstituar Kuvendin e ri e kanë thelluar ngërçin politik të vendit, duke ngritur shqetësime për paralizë institucionale dhe shihen si test për pjekurinë shtetërore të Kosovës.
Asnjë parti nuk e fitoi shumicën për të qeverisur e vetme. Lëvizja Vetëvendosje doli e para duke i fituar 48 ulëse, 13 më pak se të paktën 61 të nevojshme ta formuar qeverinë e re e vetme.
Megjithëse janë thirrur dhjetëra seanca për konstituimin e Kuvendit, ndarjet politike kanë penguar vazhdimisht këtë proces. Vetëvendosje nuk po arrin t’i sigurojë 61 votat e nevojshme për ta zgjedhur Albulena Haxhiun në postin e kryetares së Kuvendit.
Haxhiu shihet nga Partia Demokratike e Kosovës dhe Aleanca për Ardhmërinë e Kosovës (AAK) si një “figurë përçarëse”, ndërsa Lidhja Demokratike e Kosovës thotë se nuk do ta mbështesë asnjë kandidat të Vetëvendosjes për kryeparlamentar.
Vetëvendosje ngul këmbë se Haxhiu e meriton të zgjidhet dhe, ndonëse ka kërkuar marrëveshje politike me partitë e tjera, e ka përjashtuar mundësinë të sjellë kandidat tjetër pos saj.
Kushtetuta i jep të drejtë partisë fituese të propozojë kandidatin për kryeparlamentar dhe një ditë para seancës të dielën, kryeministri në detyrë dhe lideri i Vetëvendosjes, e përsëriti se partia nuk e ka ndër mend të sjellë kandidat tjetër pos Haxhiut, duke thënë se është detyrë e të gjitha partive parlamentare ta konstituojnë Kuvendin.
Haxhiu dështoi në gjashtë seanca t’i merrte më shumë se 57 vota dhe pas kësaj, në seancat pasuese, kryesuesi i seancës – që vjen nga Vetëvendosje – ka propozuar vazhdimisht formimin e një komisioni për mbikëqyrjen e votimit të fshehtë për kryeparlamentar.
Por, PDK-ja, LDK-ja, AAK-ja, NISMA dhe Lista Serbe nuk po marrin pjesë në votim, duke e bërë të pamundur formimin e komisionit.
Pavarësisht disa lëvizjeve së voni për ta zhbllokuar ngërçin, nuk ka asnjë marrëveshje mes partive parlamentare. LDK-ja, e cila doli e treta duke i fituar 20 ulëse, e ka hedhur poshtë ofertën e Vetëvendosjes për koalicion qeverisës.
Instead, LDK leader Lumir Abdixhiku has called for the formation of a transitional government among parliamentary parties until the country's president is appointed, i.e. in April 2026, when the current president Vjosa Osmani's term ends.
While Vetëvendosje has immediately opposed the idea of such a government, other parliamentary parties have expressed willingness to talk.
Gëzim Visoka, professor of Peace and Conflict Studies at the University of Dublin in Ireland, told Radio Free Europe that the current crisis and political paralysis created in Kosovo should serve as an incentive to rethink and rebuild political culture.
He emphasized that this is a test of Kosovo's maturity as a state, and of its ability to change governments and powers without international intervention or supervision.
"It is paradoxical that the current parties have called for Kosovo's independence from international supervision, but are now having difficulty making it functional and self-sustaining," Visoka said.
Meanwhile, President Vjosa Osmani has expressed her willingness to help break the political deadlock. Her advisor, Bekim Kupina, said on Thursday that the presidential cabinet will soon contact political parties to see what the appropriate time is for a meeting with the leaders of the political entities.
Donika Gërvalla, Vetëvendosje MP and acting Foreign Minister, did not clearly indicate whether they would respond to the president's invitation, saying that "we should receive the invitation and see what it contains and what it calls us for."
PDK, LDK and AAK have said they are open to participating in a meeting with the president. The MPs must elect the speaker and five deputy speakers to finally constitute the new Assembly.
