The voting process in Durrës began calmly in the early hours of the morning at the Voting Centers (VCs) located in the city, experiencing a significant increase around noon and with a reduced presence of unauthorized persons.
Initially, some polling centers opened late and citizens began voting after 7:00 a.m., while in some of the polling centers, Civil Society observers reported that the cameras had not yet been turned on.
At the Voting Center located in the "Aleksandër Moisiu" Theater in Durrës, generally known as calm, tension was recorded between the commissioners and the media, which subsided after detailed clarification, as they were initially prohibited from placing cameras to film inside the VC.
The commissioners of the political forces were not in equal proportion throughout the territory, as CEAZ number 22 in the city of Durrës has 50 centers and the process there began with some irregularities. Its chairman, Krenar Hasanaj, told BIRN on Sunday morning that in only one VC did the process begin with a 30-minute delay because there were 4 out of 7 commissioners, continuing after their number was completed. Meanwhile, the absence of the operator of the electronic voter identification device led to delays of several minutes in one VC. In 2 other centers, the process continued with 6 out of 7 commissioners.
The small irregularities within the city contrasted with the rows of vehicles parked several meters long outside the VCs on the outskirts. At the 9-year “Neim Babameto” School in Spitalë, a line of people on the left and one on the right almost took the breath away from the citizens who squeezed to pass between the narrow sidewalks.
The boys, like photocopies of each other, accompanied the voters who were waiting for other "generous boys" inside the VCs, and directed them where to go to vote. The presence of unauthorized persons created a density of men who were standing in the corridors and near the VCs.
A few minutes away, at the Dom Nikoll Kaçorri School in Ish-Kënetë, the situation was repeated in miniature, where luxury vehicles with tinted windows confined a handful of boys sitting in a coffee bar, too eager to follow the progress of the process.
But for the residents of the area, this did not seem like new behavior. Dod Prendi decided at the last moment to go out to vote. Together with his wife and daughter, they left their nearby apartment to vote together.
"We are happy that we are voting for the people we want to elect for the next 4 years," the 80-year-old said, recalling his hopes for a pension increase.
"We hope that the party that is elected will give us something more, we are worried about our pension," the man said.
Although the diaspora had the opportunity to vote in these elections, his children in the US had not exercised their right to vote.

Të pajisur me çanta të vogla krahu dhe në koordinim me njëri-tjetrin, “djemtë taksistë” të QV-ve sillnin aty dhe dërgonin votues, duke e orientuar menjëherë edhe një pjesë të atyre që mbërrinin.
Një proces i stukturuar që reflektonte përkatësinë e tyre, që njihen si pjesë e krimit të organizuar lokal. Krerët e tyre, të pajisur me automjete të blinduara gjithashtu vizituan qendrën e votimit dhe duke parë nga afër ecurinë e procesit.
Prezenca e vëzhguesve ndëkombëtarë të OSBE/ODIHR aty, nuk i shqetësoi aspak personat e paautorizuar që po menaxhonin “De facto” procesin zgjedhor.
Në QV-në me numër 1424/1, votues të ndryshëm pas votimit në dhomën e fshehtë, e palosnin fletën e votimit para komisionerëve, duke e demostruar si provë për subjektin që kishin votuar.
Ndërsa në QV-në me numër 1424/2, u konstatua votimi familjar dhe një grua votoi paralelisht më shumë se një herë, duke votuar për veten dhe për një të moshuar me të cilën shoqërohej.
Ambasadori i BE-së, Silvio Gonzato, pasi vizitoi Prokurorinë e Fierit pasditen e së dielës, pranoi për gazetarët se ishte paradite në Durrës pas informacioneve për përfshirjen e krimit të organizuar.
“Isha në Durrës sepse kishte informacione për bandat, kishim informacione edhe për bandat në Fier dhe erdha këtu”, u shpreh Gonzato për mediat.
Ndërsa lideri i opozitës, Sali Berisha, në një deklaratë për mediat mbrëmjen e 11 majit, identifikoi edhe emra konkretë si të përfshirë në intimidimin e votuesve në Durrës.
” Në Durrës bandat e Pojës, Troplinit, kanë vërshuar drejt KZAZ-ve me urdhërin nga Edi Rama, se mund të ndikojnë në rezultat. Kjo nuk është vetëm në Durrës, por ata janë më aktivë, janë denoncuar, qoftë nga mediat, qoftë nga PD dhe në zona të tjera Rama ka zgjedhur një lloj presioni drejt KZAZ-ve”, u shpreh Berisha për gazetarët.
