Sharra/ A new waste cell, a ghost incinerator and a community living among the garbage

Just a few meters from the houses in Sharra, a new pit for urban waste has been opened. Residents live amidst strong winds, damaged roads and broken promises. The incinerator that was supposed to solve the crisis? A phantom promise that has "burned" billions of lek without giving anything in return. Tons of waste continue to accumulate in an area that has long exceeded its capacity.

"The hole came to my door, I didn't go to the hole," says Durim Zeneli, a resident of the "Zenelaj" neighborhood in Sharra, angrily, as he points out the window of his three-story house.

Just a few meters away, a new pit has been opened to expand the capacity of the urban waste landfill, in an area that has for years become the hottest spot in the capital's environmental crisis.

Durim returned from emigration in 2007–2008. With the money he earned in Greece, he built the house in an area that was then far from the ruins. “I could see Mount Prush from here,” he says.

Today, he is just a few meters from the “new cell” that will deposit tons of waste in Sharra. “We keep the windows closed. We don’t want anything else, we just want to leave. But who will come to live in the garbage?!” he says in despair.

The Sharra landfill has a total capacity of 420 thousand cubic meters of waste. The contract stipulated that the landfill would meet the demand until the construction of the incinerator, which would then burn the waste to produce electricity. But the incinerator was never built. For this reason, the waste treatment area is in an emergency. The waste from the five municipalities of the Tirana district has become a bottleneck in the landfill, which no longer has room.

The expansion of the solid waste disposal capacity was delayed for years by the responsible authorities. After two years of delays, at the end of last year, the National Territorial Council finally approved the permit for the construction of the new cell. Now, the company “Integrated Energy” (administered by the Sequestered Assets Agency ) is requesting a review of the environmental permit for the landfill, a procedure that requires the organization of a hearing with the residents of the area.

After many years of being covered in the smell of garbage and unfulfilled promises, the residents of Sharra were invited to a public hearing that resulted in more of a monologue than an attempt to listen to and address their concerns.

Përfaqësuesit shtetërorë shpjeguan se situata në landfill është drejt kufirit të kapacitetit dhe se një “qelizë e re” është domosdoshmëri.

“Çdo ditë depozitohen rreth 1000 ton mbetje nga pesë bashki. Jemi drejt ezaurimit të aftësisë pritëse. Qeliza e re do të jetë gati brenda tre muajve”, u shpreh Indrit Karaj, administratori shtetëror i “Integrated Energy”.

Sipas Karajt, mbetjet do të kapsulohen, zona do të mbulohet me gjelbërim dhe nuk do të ketë “asnjë ndikim në mjedis”.

Por banorët e Sharrës, që prej vitesh jetojnë me erën e plehrave dhe zhurmat e kamionëve, kanë një tjetër realitet për të treguar. Shqetësimi kryesor i tyre ishte gjendja e rënduar e infrastrukturës rrugore, një problem i përsëritur për të cilin ata thanë se kanë marrë vetëm premtime boshe.

“Prezantimi është për qelizën e re. Mos e kanalizojmë takimin mbi rrugën, çështje lokale,” ndërhyri Genc Kojdheli, drejtor në Bashkinë e Tiranës, sapo një banor kërkoi llogari për rrugën e premtuar.

Banorët e tjerë ngritën gjithashtu shqetësime për dherat që, sipas tyre, po hidhen në mënyrë të pakontrolluar pranë zonës së pyllëzuar.

“I hedhin ku të munden, madje edhe në pjesët me gjelbërim që kanë mbetur. Kemi bërë ankesa, por askush nuk reagon,” tha një tjetër banor.

Edhe ky shqetësim mori të njëjtën përgjigje të thatë: “Takimi është për qelizën e re.”

Sipas ligjit shqiptar për vlerësimin e ndikimit në mjedis dhe pjesëmarrjen publike, dëgjesat duhet të jenë të hapura, gjithëpërfshirëse dhe të garantojnë barazi në zë. Por në Sharrë, dëgjimi rezultoi një formalitet 20 minutësh.

“Këta thonë që takimi është për gropën e re… po hallet tona, kur do dëgjohen?”, tha një banor nën zë në fund të takimit.

Pamjet nga Sharra vërtetojnë emergjencën. Ndotja është larg shtëpive të pushtetarëvë që premtonin zhdukjen e plehrave, por vijon të jetë e njëjtë për banorët e fshatit.

“Janë vendgrumbullime as në kushtet e landfillit, sepse thjesht janë mbledhur aty për tu djegur. Por nuk digjen dhe ato krijojnë një bombë ekologjike që rri pret aty. ”, thotë Olsi Nika nga ECO Albania.

Qeliza e re, që tashmë është ndërtuar, ka një kapacitet depozitimi vetëm për një vit. Ekspertët nuk e shohin këtë si zgjidhje afatgjatë, por si një shtyrje të përkohshme të problemit.

“Do të buxhetojnë sërish për asgjesimin e tyre. Sepse zinxhiri i menaxhimit të mbetjeve fillon tek shtepia jote dhe e imja, dhe ky zinxhir nuk është marrë kurrë seriozisht në Shqipëri. Janë bërë programe pilot, shoë, strategjira dhe nuk ka vullnet sepse mbetjet janë lekë.”, argumenton Nika.

Despite this situation, the incinerator that was supposed to burn garbage has only been "burning" public money for years.

"From 2018, with the launch of the contract for the Sharra Incinerator, until May 2025, Albanian citizens have paid 9.18 billion lek to the company "Integrated Energy BV SPV". The majority of these payments were made by the Municipality of Tirana and the Municipality of Durrës", calculates economic expert Ilir Brasha.

All this money has been spent while the contract has not yet begun work on waste incineration, as one of its main functions.

"Taxpayers, in addition to environmental pollution, are also affected by robbery as great as pollution,"  says environmental expert Ahmet Mehmeti. Faktoje.al
