Why are Ukrainians being accused of arson at Keir Starmer's properties?
On the morning of May 12, firefighters responded to a report of a fire in the entrance hall of a house in a borough of northwest London. The fire was small, causing minimal damage to the main door, and was not an unusual occurrence, except for one thing.
The house, in the Kentish Town neighborhood, belonged to British Prime Minister Keir Starmer, who rented it out after moving into the prime minister's residence. It was one of three arson attacks in May targeting properties linked to Starmer, police said.
The mystery deepened three days later, when police announced the indictment of Ukrainian man Roman Lavrynovych. Since then, three more men have been arrested, including another Ukrainian and a Romanian who had previously lived in Ukraine.
Further deepening the mystery: British security officials are now investigating whether Russia could be involved, according to The Financial Times.
In addition to Lavrynovych, British police and prosecutors have identified the other two men as Stanislav Carpiuc, 26, and Petro Pochynok, 34. A fourth person, who was arrested on June 2, has not been identified.
Neither the Crown Prosecution Service nor the Metropolitan Police have commented to Radio Free Europe/Radio Liberty on these cases.
Oleksandr Shapovalov, a spokesman for the National Police of Ukraine, said the agency has been cooperating with law enforcement agencies in Britain and Europe and is trying to determine whether there are any links "to foreign intelligence services or other terrorist groups."
It is unclear how these men are connected to the alleged crimes.
One clue to Lavrynovych's location and activities came from Telegram message groups for employment, which were discovered by Schemes, the investigative unit of Radio Free Europe/Radio Liberty's Ukrainian Service.
Between 2022 and 2025, Lavrynovych, who had been living in Britain for an unknown period, was a member of several groups targeting Russian and Ukrainian speakers looking for work.
Lavrynovych had sent a message to one of these groups on May 3, five days before a car previously registered in Starmer’s name was set on fire. In the London Robota group, he wrote: “Tung, I’m looking for a job. I have all the documents. I could be a manual labourer or a journeyman.”
On May 2, Lavrynovych posted a message in another job search group called London UA – the abbreviation UA refers to Ukraine – where he wrote in Ukrainian: “Tung, I’m looking for a job. I’m considering all options.”
Two hours later, an account named Yurii replied: "Write me a private message."

“Shërbimet speciale ruse kanë intensifikuar përpjekjet për të rekrutuar qytetarët ukrainas në mënyrë që t’i përfshijë në aktivitete të paligjshme në territorin e Bashkimin Evropian”, tha agjencia, e njohur si HUR.
“Autorëve potencialë u ofrohen shpërblime monetare për pjesëmarrje në aktivitete të paligjshme, monitorim të objekteve të infrastrukturës kritike dhe kryerje të detyrave të tjera në dobi të shtetit agresor”, u tha në njoftim. “Këta janë kryesisht ukrainas nga territore të pushtuara përkohësisht, të cilët e kanë gjetur veten në situatë të vështirë”.
Viktor Yagun, ish-zëvendësdrejtor i agjencisë kryesore të sigurisë të Ukrainës, SBU, tha se kanalet në Telegram janë një mjet që agjencitë ruse të inteligjencës i përdorin për të identifikuar dhe rekrutuar njerëz – dhe disa prej tyre nuk e kuptojnë fare këtë.
Këto janë “metoda moderne për të tërhequr njerëz që janë në situatë të vështirë dhe po tentojnë që disi ta gjejnë veten në jetë”, tha Yagun për REL-in. “Përveç kësaj, të njëjtët ukrainas nuk po kërkojnë punë në faqet polake apo britanike, por shpesh në ato rusishtfolëse.”
Qendra kulturore dhe sportive, ku ish-ushtarakë apo përfaqësuesit e shërbimeve speciale ruse mund të jenë duke punuar si trajnerë, janë gjithashtu pjesë e këtij rrjeti, shtoi Yagun.
Frank Umbach, konsulent sigurie në Universitetin e Bonit, i përshkroi njerëzit e rekrutuar nga agjentët e huaj si “agjentë të zëvendësueshëm”.
“Atyre iu afrohen elemente kriminale. Njerëzit zakonisht rekrutohen përmes Darknet-it, përmes Telegramit apo platformave të tjera. shpesh, këta njerëz vetëm duan të bëjnë para”, tha ai për REL-in.
Një mjet tjetër që përdoret për rekrutim nga shërbimet e inteligjencës është Kisha Ortodokse, tha Fjodor Venislavski, deputet që është anëtar i komitetit për siguri, mbrojtje dhe inteligjencë në Parlamentin e Ukrainës.
Kisha Ortodokse në Ukrainë u përça në vitet para pushtimit të Ukrainës, të nisur nga Rusia në shkurtin e vitit 2022, me një degë që shihej si e varur nga Kisha Ortodokse Ruse në Moskë.
Fjodor Venislavskiy tha se kjo degë, e lidhur me Kishën në Moskë, ka hapur dhjetëra famulli nëpër Evropë gjatë viteve të fundit.
"Given that it is not very difficult to find out if a person is from Ukraine, they may become subject to certain influences, and not necessarily from priests," he stated.
A spokesman for the Moscow-affiliated Church told REL that it was not aware of Ukrainians being recruited by Russian intelligence services into Church parishes.
According to Yagun, Russia's goal is to discredit Ukraine's image in the eyes of Western partners.
"They are interested in showing that Ukrainians are potential terrorists, potential saboteurs, potential criminals," he said. "They do this for one purpose only, to reduce support for Ukrainians abroad."
In October 2024, Schemes uncovered an online campaign organized by Russian intelligence services that recruited Ukrainian teenagers to burn vehicles used by military personnel and army recruiters.
A few days after the report was published, hundreds of Ukrainian state institutions – including embassies and schools – received threatening emails mentioning the names of Radio Free Europe journalists who had conducted the research./ REL
