"Legena, maniacs", the mayor of Tirana 'explodes', puts the institution's car and driver at the disposal of the man

The leaders of our institutions, who are provided with vehicles with drivers, and sometimes even bodyguards, have returned to normal their use for family needs.

In several cases, we have denounced the abuse of cars, fuel and human resources paid for by our taxes. The protagonists of our topics are leaders of various ranks, from former Foreign Minister Olta Xhaçka, who had made a ministry car available to her notary mother, or the former director of Illyrian Gard, who accompanied children to school in the institution's car.

There have been many similar cases, when directors, mayors or even ministers, start the day by escorting children to kindergarten or school, if not themselves, then through their state-paid escorts. This tendency of abuse of power had also taken root in the municipality of Tirana, when the mayor Erjon Veliaj himself took his son to kindergarten every day.

But perhaps this use of state assets available to children is not surprising in this country, when breaking the law is done openly every day.

The problem is that sometimes abuse turns into a habit, and as we said above, it's not enough, but oppression must overcome every level, and the tool that the state has made available seems to be limited to the family.

Therefore, another state tool is needed, available. But now let's get concrete.

It is Monday, June 2, 2025, and this white car with the license plate AB649LD, leaving a garage in Kodra e Diellit, is the property of the Tirana municipality. The driver behind the wheel is called Ladimir Kapaj, also an employee of this institution....

Where is the problem here? To find out, we have to drive 3 km to the entrance of the presidency, when this gentleman gets out of the vehicle, who in reality has no connection whatsoever with either the driver or the white car from which he got out. The gentleman in question is called Bledi Cikopana, an employee of the cabinet of the president of the republic.

Apparently, the municipality of Tirana, seeing the lack of funds for the presidency staff, has decided to contribute, with electric cars and drivers available to the presidency employees.

Actually, no. Because beyond irony, Mr. Cikopana is the husband of the current mayor of Tirana, Mrs. Anuela Ristani, and what you just saw is not something that happened just one day. The vehicle in question is entirely at the disposal of the mayor's family.

The day starts early at the garage in Kodra e Diellit. Mrs. Ristani's personal driver is joined by his colleague, who has a very important task: to escort the family members.

E gjitha kjo vajtje-ardhje e mjetit të bardhë, zgjat rreth një orë. Më pas makina parkohet tek bashkia në pritje të ndonjë pune të shpejtë për llogari të bashkisë... Por jo për shumë kohë, sepse dreka vjen dhe familjarët e kryetares duhen dërguar në shtëpi.

Është e martë, data 3 Qershor 2025... Makina e bardhë niset nga Kodra e Diellit duke kryer me përpikmëri itinerarin e paracaktuar drejt presidencës. Zoti Cikopana zbret nga makina dhe shkon drejt zyrës. Në të njëjtën kohë, shoferi i bashkisë që ai ka në dispozicion, largohet për të bërë ndonjë punë për të cilën paguhet nga taksat tona.

Tani le të kthehemi pak tek mjeti ngjyrë gri me të cilin lëviz kryetarja Ristani. Këtu nuk do të kishim diçka të pazakontë nëse çdo ditë në orën 8 të mëngjesit, qytetarja e parë e Tiranës të shkonte në zyrën e saj, me makinën e vënë në dispozicion sipas protokollit. Në realitet, itinerari është krejt i ndryshëm....

Sepse dita për zonjën Ristani nis jo në punë, por në palestër. Fundja, shëndeti mbi të gjitha. Punët në bashkinë e Tiranës po shkojnë aq mirë së fundmi, sa edhe mund të presin.

Ora shënon 9:10 minuta dhe kryetarja e bashkisë sapo ka dalë nga palestra. Tashmë me veshjen zyrtare, ajo drejtohet për në zyrë.... atje ku e presin hallet e qytetarëve.

Është dita e tretë e vëzhgimit tonë. Mjeti i bardhë është i saktë si një orë zvicerane. Në të njëjtin vend merr bashkëshortin e kryetares, për ta çuar në punë... Thuajse në të njëjtën kohë, mjeti ngjyrë gri i kryetares mbërrin përpara palestrës. Duket se zonja Ristani po ndjek një program shumë të ngjeshur me ushtrime.

Por le të kthehemi tek hyrja e presidencës, atje ku makina e bardhë sapo ka mbërritur. Në përballjen me ne, bashkëshorti i kryetares ka preferuar heshtjen, ndërkohë që mjeti i bardhë i drejtuar nga punonjësi i bashkisë, Ladimir Kapaj, është larguar menjëherë.

Por ndoshta zonja kryetare mund të ketë mirësinë që të na sqarojë se pse një makinë e bashkisë së Tiranës vihet tërësisht në dispozicion të burrit të saj, dhe pse ajo çdo ditë shkon me një orë vonesë në zyrë, pa ndonjë shkak që lidhet me punën që bën.

Në fakt, për këtë na u desh të presim edhe një orë tjetër, deri sa ajo të dilte nga palestra. Ndërkohë, zonja Ristani e humbet toruan duke folur gjëra që nuk kishin aspak lidhje me pyetjen e thjeshtë: Pse ka vendosur një makinë të bashkisë në dispozicion të burrit, i cili punon në Presidencë?!

Meqë pas daljes nga palestra, zonja Ristani nuk na dha asnjë përgjigje, përkundrazi nisi një lumë fyerjesh, kërkuam të flasim edhe njëherë me të, kësaj radhe në dyert e bashkisë, ku me sa duket të njoftuar më parë, e prisnin një skuadër e tërë policësh.
