SPAK reports to the KLP on its work and concerns, notes a decrease in denunciations from state institutions
The Head of the Special Prosecution Office, Altin Dumani, presented on Monday, April 14, to the High Prosecutorial Council, KLP, a summary of the work report for 2024, as well as a series of concerns. At the beginning of his speech, Dumani thanked KLP for enabling, within a short time, the completion of the procedures for filling the three vacant positions in SPAK, thus increasing the number of prosecutors by 20. He also thanked the council, as the only state institution that had supported him during the media and political attacks on SPAK.
According to Dumani, there is an increase in the number of defendants being sent to trial and a decrease in the number of acquittals. He explained that prosecutors are cautious when presenting the case in the preliminary hearing, continuing investigations when they are not convinced of the guilt of the defendants.
Furthermore, Dumani stated that during 2024, two criminal organizations were investigated, unlike previous investigations where only structured criminal groups were the object. He also highlighted the investigations carried out in cooperation with foreign partners into transactions carried out in cryptocurrencies. Dumani also considered the seizures and confiscations of assets derived from criminal activity as a success.
Cooperation with the justice authorities of other countries, the United States of America, European Union countries, as well as other countries, was considered successful by Dumani. He stated that 10 joint teams have been established in 2024. He also added that SPAK now has an active role in cooperation with foreign authorities, as it is not only in the role of data receiver, but also provides assistance in conducting investigations.
According to Dumani, 33 high-ranking officials and former officials were indicted last year, of whom 19 were sent for trial and a final decision was made for 10 of them.
Another circumstance that was highlighted was the workload, as well as the transfer of the powers of the former Public Commissioners to the head of SPAK, who must represent 41 appeals in the Special Appeals Chamber, which are expected to be reviewed during about 160 sessions.
Dumani noted that there is an increase in the number of reports from citizens, describing it as an increase in public trust in SPAK. Although Dumani pointed out that SPAK has access to 90 state databases, which helps it with its investigation and maintaining secrecy, he emphasized that there is a decrease in reports or referrals from state institutions, including the State Police.
