The show Fiks Fare addressed tonight the concerns of a mother, who complains about the way her 2 and a half year old child is treated at the "Topshti" private nursery and kindergarten.

She, signaled by another parent, claims that the child was kept in bed for hours without participating in activities with other children. This fact, according to her, was confirmed after seeing the footage from the security cameras in the institution. Her child was kept in bed without participating in activities with other children, but only watching them from the bed where he was left lying. The reason given by the kindergarten was that the child could be injured. While watching the cameras, the mother also noticed another child who was kept in a stroller for hours, this was argued by the kindergarten that he was kept like this because he bit the other children.

Fiks Fare journalists asked for information from the kindergarten director, Afërdita Rada, who gave contradictory statements in an interview. Initially, she said that the child was kept in bed because he had teased another child. Later, she came up with the version that this situation only happened for a few minutes, when the other children were changing.
She admitted that they did not keep records of such cases, but promised to do so in the future.
Regarding the license, only a kindergarten license from the Ministry of Education was displayed on the premises of the institution, while when asked about the kindergarten, she reacted sharply, saying that she no longer had time for journalists. “I will not answer now because I have another meeting,” said Rada.

Following this incident, Fiks Fare journalists launched an investigation into the situation of private kindergartens in Tirana. They contacted several private kindergartens to register children under the age of 3 and discovered that most of these institutions also offered services to this age group, operating as kindergartens. In all cases, educators and kindergarten administrators only discussed fees and registration options, without mentioning any specific license for the kindergarten.

Journalists turned to the responsible institutions to understand more about the licensing and control of private nurseries in Albania. The Municipality of Tirana, through the Directorate of Nurseries and Kindergartens, stated that it has no jurisdiction over private nurseries and kindergartens, covering only state-run ones.

The Tirana Local Education Office confirmed that it has a list of private kindergartens, but not nurseries.
From the National Agency for Pre-university Education, journalists learned that this institution only inspects preschool education starting from the age of 3 (kindergarten), while it has no responsibility for private nurseries. According to them, licenses for kindergartens are issued by the Ministry of Education, but the official website of this ministry only lists private kindergartens, not including nurseries.

There is no official list of private daycare centers operating in Albania in any state institution. This means that:

• No private daycare is licensed by the state.
• There are no inspections of how children are treated in these institutions.
