The Coalition for Reforms, Integration and Consolidated Institutions (KRIIK) has published the preliminary findings of the monitoring of the partial elections in the municipality of Himara on August 4, 2024.
The team of experts from KRRIK followed the political and institutional situation in which the elections were held, as well as continuously observed the preparation and administration of the election process by the Central Election Commission (CEC).
On election day and during the counting of votes, KRIIK engaged eight activists who observed the voting process in 32 Voting Centers and the situation outside them, the activity of the Zonal Election Administration Commission during the process of distributing election materials, on election day and counting votes, as well as the process of counting votes. KRIIK will continue to follow the steps of the ongoing process, including possible complaints or appeals.
"KRIIK judges that the decision of the President of the Republic to set the date of the elections before the end of the legal deadline for appeal is in violation of the law. Also, setting the date of the elections without prior consultation with the political parties is considered unacceptable, since despite the fact that it does not constitute a genuine legal obligation, it is an already consolidated practice, in line with the political balancing of the construction and administration of the electoral process, and which increases the legitimacy and credibility of the parties and citizens in the process. On the other hand, comparing the dynamics of setting the date of the elections for the Mayor of Himarë with that of the Mayor of Kukës, a process during which the deadlines stipulated in the Constitution for the appointment of partial elections in the Kukës Municipality were openly violated by the same institutions involved (the Council of Ministers and the Presidency), strong doubts arise that the President of the Republic, in coordination with the Council of Ministers, has acted in accordance with the electoral calculations of the Socialist Party for setting the date of the elections, placing strong question marks on the constitutional principle that the President of the Republic represents the unity of the people, standing above the political parties" .
According to KRIIK, on the day of the elections, voter lists were displayed in some polling stations, but not in all.
"On July 15, 2024, the Central Election Commission approved the appointment of the audit technician and his assistant, who would verify the integrity of the voter lists. Another problem observed by the technical audit is the presence in the list of voters of 157 voters from the same family tree who vote in different voting centers, unlike what is provided in such cases by the Electoral Code".
KRIIK also refers to nearly 6,000 voters who found it impossible to vote due to expired IDs.
"A major problem in the August 4 elections was the impossibility of voting for voters who had expired identification documents. On the day of the elections, a problem known before by the political parties and the CEC itself was made public, which was related to a very high number of voters who did not have a valid identification document on the day of the elections, as it had been passed term of use".
The report also refers to the use of the state administration by the socialists in power, as well as the doubts about the appointment of Vangjel Tavos as prefect of Vlora, when his name was mentioned as an unofficial SP candidate for the Himara Municipality race.
"The majority in power used state resources and other privileges that come from being in power for electoral advantage during this campaign as well. In particular, the candidate of the Socialist Party, Mr. Vangjel Tavo, who had been informally announced for a long time that he would be the candidate of this party for Mayor of Himarë, was appointed Prefect of Vlora District in March 2024. In this way, while holding early electoral meetings as a candidate for mayor, Mr. Tavo was also the Prefect of the Vlora District."
