POLITICO echoes Chris LaCivita: Trump's maestro who will bring down Rama, the painter who kept Albania in slavery for 2 decades

The Republican strategist who led Donald Trump's political resurgence in 2024 is helping Albania's main opposition party stage a surprise resurgence, POLITICO writes .

Trump campaign advisor and Republican election guru Chris LaCivita is now supporting the Democratic Party, whose leader Sali Berisha is seeking his political comeback from corruption charges in Sunday's national elections.

With the support of LaCivita, Berisha will overthrow Rama, the painter-turned-socialist who has held Albania in slavery for more than two decades, first as mayor of Tirana and then as prime minister.

A victory for Berisha would end 12 years of rule by Rama's Socialists, which international observers have described as a period marked by increasing single-party state capture. But it would also bring a political force openly aligned with Trump's agenda to a region long seen as strategically vulnerable to Russian and Chinese influence.

“In the last two years, Chris LaCivita has advised two major political figures, in two different countries… these two cases are Donald Trump and Sali Berisha,” Democratic Party spokesman Alfred Lela told POLITICO.

According to Lela, the two share “extremely similar profiles… they were persecuted by institutions – domestic and international – targeted by their countries’ justice systems, and painted as dangerous underdogs who must be eliminated from politics at all costs.”

At an event earlier this year, LaCivita said “with a thriving democracy and true friendship with America, we can make Albania great again ,” giving a thumbs-up to the audience.

POLITICO asked LaCivita a series of questions about his work in Albania for Berisha, but received no response.

Berisha is widely seen as the father of Albanian democracy for his role in the protest movement that toppled Europe's last hardline communist regime in 1992 and for becoming the country's first democratically elected president.

But he was targeted by Joe Biden's administration in 2021 over corruption allegations, setting off three years of chaos in the Democratic Party of Albania, during which Berisha was expelled from the parliamentary group and eventually placed under house arrest ahead of a corruption investigation - before a court finally handed control of the party to him in 2024.

Deri në vitin 2021, Berisha kishte qenë president, kishte shërbyer dy mandate si kryeministër dhe ishte tërhequr kryesisht për të lejuar brezin e ardhshëm të drejtonte Partinë Demokratike.

Pastaj erdhi një tronditje nga jashtë: SHBA-të e shpallën atë, vajzën dhe dhëndrin e tij persona non grata, me Sekretarin e atëhershëm të Shtetit Antony Blinken që përmendi "korrupsion të konsiderueshëm" si arsyen pse atyre iu ndalua hyrja në vend.

Administrata Biden tha se Berisha ishte e përfshirë në "shpërdorimin e fondeve publike dhe ndërhyrjen në proceset publike... për përfitimin e tij personal dhe për të pasuruar aleatët e tij politikë dhe anëtarët e familjes së tij në kurriz të besimit të publikut shqiptar në institucionet e tyre qeveritare dhe zyrtarët publikë".

"Z. Berisha kërkoi fakte dhe prova, ashtu si edhe disa kongresmenë amerikanë, por Sekretari Blinken nuk ka ofruar kurrë asnjë provë", tha Lela kur u pyet për përcaktimin.

“LaCivita ka deklaruar publikisht se statusi i Berishës nuk e dekurajoi atë - e frymëzoi atë. Ai iu bashkua një fushate të vështirë, për një parti që përpiqej të rindërtonte veten pasi u shty në prag të ekzekutimit politik”, tha Lela.

Berisha - një kardiolog me profesion, i cili kombinon një pamje intelektuale me politikë të zjarrtë dhe luftarake - tha se hetimi i brendshëm për korrupsion, në të cilin u ngritën akuza pas përcaktimit të tij në SHBA dhe arrestit shtëpiak, ishte një sulm i motivuar politikisht.

Ai nisi një lëvizje proteste, me demonstrues që i vunë flakën gomave jashtë bashkisë së Tiranës, dogjën karrige parlamenti dhe shëmbëlltyra të udhëheqësve të partisë në pushtet.

I mbyllur në apartamentin e tij në qendër të Tiranës, Berisha kishte ngritur një mikrofon në katin e tetë të ndërtesës së tij dhe u drejtohej turmave nga dritarja, duke u shfaqur rregullisht derisa u lirua nga arresti shtëpiak në shtator 2024.

Rama, who has been in power since 2013, has worked hard to woo the West - from showing up to Brussels meetings in sweatpants and sneakers, to treating vain Eurocrats like kings at lavish conferences hosted in Tirana.

Charismatic and often deliberately exaggerated, he has worked hard to make himself the West's favorite Albanian to call upon.

He too sought the help of high-profile Western advisers, hiring Labour Party strategist Alastair Campbell in 2012 to help him achieve what ended up being a landslide victory in the 2013 elections. Former British Prime Minister Tony Blair was later also involved in advising Rama.

And Democrats aren’t the only ones courting Trump’s inner circle. In an interview in April, Rama told Bloomberg that he considers Trump “good for everyone,” declaring that “God saved Trump” after the July 2024 assassination attempt during the US election campaign “not only to make America great again… but also to make Europe wake up and take action.”

Rama also handed Trump's son-in-law, Jared Kushner, one of the most lucrative development projects in the country's modern history, including a 99-year lease on Sazan Island - a former abandoned military intelligence base near Albania's splendid southern coast - and land in the Vjosa River delta.

Ambitions for the EU

Tense political exchanges between Berisha's Democrats and Rama's Socialists risk hindering Albania's EU accession ambitions, the most important issue for voters.

“Their confrontational approach is what has prevented the country from progressing to its full potential and on the path to EU integration,” said Valbona Zeneli, a fellow at the Atlantic Council.

"We need a new wave of leaders and parties, and a break from voting for party leader to voting for political platforms and policies," she continued.

Unlike most of its Balkan neighbors, which continue to be embroiled in difficult disputes stemming from the wars of Yugoslavia's breakup in the 1990s, Albania faces little or no regional or international opposition to becoming an EU member - and has largely acted as a stabilizing factor in the region.

It is currently seen as a favorite for EU membership along with its northern neighbor Montenegro, with Rama promising to secure accession by 2030 as part of his proposal to voters for Sunday's election.

“This is what worries me the most - after the elections, whether the divisions in the country will continue to slow down the progress of reforms and initiatives that could finally bring it out of this decades-long post-communist transition process,” Zeneli said.
