
Reuters: Rama seeks fourth term in elections dominated by corruption and criminal gangs

Ilir Rranci moved to a village outside the city of Elbasan to see snow-capped peaks and a garden big enough for fruit trees, chickens and turkeys. Today, however, the surrounding landscape is blocked by a colorful mountain of waste from a nearby landfill.
The waste was supposed to be put into a new incinerator to produce electricity, but the project has been plagued by operational problems and the pile has grown, residents say.
It is one of three such sites worth hundreds of millions of euros at the heart of a corruption scandal in which prosecutors allege that contracts for incinerators were awarded illegally, ministers accepted payments and contractors falsified invoices for work that was never done.
The view from Rranci's house highlights the continuing effects of endemic corruption in the Balkan country of 2.4 million people, where Prime Minister Edi Rama is seeking re-election for an unprecedented fourth term in elections on May 11 with the promise that Albania will improve and join the European Union by 2030.
It is not clear how this and other corruption scandals will affect Rama in the elections, which will include about 250,000 registered voters from the diaspora for the first time.
Polls show him with a big lead over an opposition that has itself faced corruption allegations. But analysts say that could cost him seats in parliament from the Socialist Party and reduce his chances of joining the EU within five years.
Indeed, many experts are skeptical about Rama's timeline for the EU, given how long it has taken other countries in the region to meet the conditions for membership.
"The incinerator case showed what's wrong with the Albanian system. All the safeguards failed, the due diligence failed," said Andi Hoxhaj, a Balkans expert at King's College London. Following investigations by Albania's anti-corruption prosecutors, known as SPAK, former Environment Minister Lefter Koka was jailed on corruption charges related to the incinerator deals. Former Deputy Prime Minister Arben Ahmetaj was also indicted, but has fled Albania.
Koka's lawyer declined to comment. Reuters was unable to reach Ahmetaj.
Local residents outside Elbasan say the plant has not been operating for months. Eco-Elb, a company running the project on behalf of local municipalities, did not respond to requests for comment.

Kritikët thonë se Rama ushtron shumë pushtet, nuk ka arritur të çrrënjosë korrupsionin dhe është përpjekur ta heshtë opozitën me akuza të sajuara për korrupsion, të gjitha akuza që Rama i mohon.
Standardet e dobëta të jetesës dhe papunësia e lartë nxitën emigrim të plotë: popullsia u tkurr me 420,000 nga viti 2011 deri në vitin 2023, tregojnë të dhënat e regjistrimit të popullsisë.
