Berisha accused the government of massive budget waste and promised that the funds exist to be returned to citizens through concrete reforms. The opposition leader placed the main focus on youth, promising financial support for births, education and employment: higher salaries for teachers, scholarships for students, compulsory education, 30 thousand euros for young couples, funds for start-ups and the return of emigrants with fiscal incentives. Berisha described youth as the "lever of salvation" of the nation and called on citizens to vote for change on May 11.

And I guarantee you, and every young person, every child, in Korça and in Albania, that this will be the most absolute priority. This is Archimedes' Lever to save the Albanian nation.
Therefore, we, to bring the nation to the age of youth, will start at birth.
For the first child, 70 euros. For the second child, 60 euros. For the third child, full payment from birth to 23 years old.
Our nation must be a nation with income and a nation with hope. But, there is no nation without youth, without a future.
For children, schools that will be modernized, digitalized in all their activities. Doubling the budget for education. Teachers' salaries, minimum 1500 euros.
20% of children who finish 9th grade do not attend high schools. This is unacceptable. We will move towards compulsory secondary education. Nations that have had compulsory secondary education have developed faster and better.
Therefore, no child without secondary education will be left behind.
Dear friends, the average for universities is abolished. Every effort will be made so that every young person who finishes high school attends university. 200 euro scholarship for all those who study outside their district. Students, 200 euro scholarship for young people who go to pre-university vocational schools.
School and employment will be linked in twinning. A national internship fund for students and young people will be created, which means that the government will pay universities, they will enter into partnerships with public and private enterprises and the government will pay for all student internships in these enterprises.
Universities will have career offices, not only to orient young people, but to facilitate their employment.
Within 1 year, every young graduate will have a job in the public or private sector.
In the first year, the government will add 1,000 jobs to the university for excellence, for the best students.
A national youth fund is being created. Start up Albania, youth start-ups will receive 5,000 thousand euros in free grants for the businesses they will start. Students will receive grants for businesses or projects they will do.
Friends, if we do not turn in the most serious way, our minds and eyes and hearts to these young people, who are becoming more and more like scarce water every day, our efforts will be in vain.
We will focus all our strength, precisely on them. So that they can get an education, go abroad and return, succeed, have a roof over their heads.
Every young couple will have a 30 thousand euro grant to pay the interest on the loan and to find shelter.
Talent, dreams are the greatest miracle of young people. A special fund for talented young people, 5 million euros, with which each of their projects in sports, music, literature, technology and every field will be supported.
So, we have decided and we agree, to put them at the epicenter, to do everything so that their energies, their dream is built in Albania, to stay in Albania.
We will do everything to bring back hundreds and thousands of young people who left Albania. I have full confidence that it will be achieved. We achieved it in the years 2009-2013, 180 thousand families returned.
Now, 5 years without any taxes, soft loans for housing, grants for start-ups for all young people who, from emigration, return to work and live in Albania.
Our seed will never disappear. We will bring the nation to its youth, to remain a young nation forever. This drama that Edi Rama created, this bad dream, on May 11 is left, archived in history. Let's open a chapter together, a new era for Korça, the people of Korça, Albania, the Albanians.
