OSCE/ODIHR reported the findings of the May 11 parliamentary elections at a press conference.

The OSCE Parliamentary Assembly's Special Coordinator for the elections in Albania, Farah Karimi, said that the ruling party, the Socialist Party, took advantage of administrative resources by creating an unfair advantage.

Karim highlighted that there was disrespect for procedures and intimidation of voters.

"Voting from abroad was well managed despite the late political agreement and some organizational problems. The ruling party took advantage of administrative resources during the campaign, creating an unfair advantage in power, there was non-compliance with procedures, there were several incidents of intimidation and voter influence due to problems with procedures and transparency ," the OSCE coordinator stated.

Karimi said that there were shortcomings that created uncertainty in the implementation of the electoral framework in spirit and letter, referring to the forgiveness of fines a few days before the elections.

"Election day was largely peaceful and well-organized. However, there was continued non-compliance with procedures and was marked by several incidents of voter intimidation and influence. These are the main points.

The legal framework provides a good basis for the conduct of democratic elections. Deficiencies and ambiguities arose in both spirit and letter.

"This means that compliance with the law could not prevent its implementation in spirit. An example was the announcement very shortly before election day of the forgiveness of many fines, which had been decided in 2024, which were announced very close to the elections," Karimi declared.
