The head of the EP election observation delegation, Michael Gahler, during the press conference reporting the OSCE/ODIHR findings for the May 11 elections, stated that some of the recommendations remain unimplemented.

Gahler stated that there were concerns about vote buying, pressure and intimidation, emphasizing that there is a need to increase the transparency of the electoral process.

“The competition they witnessed is an opportunity for the country to consolidate and further strengthen its democracy. The EP delegation consists of 7 members. Our team was in Tirana, Durrës, Elbasan and Vlora. We fully agree with the previous statement. These elections have been competitive and well-administered, however the campaign was calm.

We note that several ODIHR recommendations remain unimplemented, including recommendations on campaign financing. The counting of ballots outside the polling station needs to be addressed.

We note that some interlocutors raised concerns about the misuse of state resources, the use of the pension scheme at the last minute, or the forgiveness of fines.

"Some of our interlocutors have also reported concerns about vote buying or pressure, including pressure on public administration employees who constitute a significant electoral segment. There is still room for increasing the transparency of the electoral process ," Gahler stated.
