The President of Serbia, Aleksandar Vučić, has said that he did not sign the annex for the implementation of the Agreement for the normalization of relations with Kosovo, "because Serbia is an internationally recognized state, while Kosovo is not" and therefore, according to him, an agreement cannot be reached international legal agreement.

He spoke before the people on March 19, discussing the meeting he held in Ohrid with the Prime Minister of Kosovo, Albin Kurti, the day before, under the mediation of European negotiators.

Also present in Ohrid was the American envoy for the Western Balkans, Gabriel Escobar, who also commented on Saturday's developments as positive.

"No one can impose on Serbia the obligation to recognize Kosovo. Serbia can work on implementation, up to the red lines", he said.

The Prime Minister of Kosovo, Albin Kurti, said on March 19, on Twitter, that it is up to the EU to find mechanisms to make the agreement legally binding.

The chief diplomat of the European Union, Josep Borell, has said on March 18 that although the parties have decided not to officially sign the agreement, they have agreed to start its implementation as soon as possible.

The 11-article agreement, made public on February 27, does not oblige Serbia to recognize Kosovo, but requires both countries to accept each other's documents and symbols, including: passports, diplomas and license plates.

It also asks the parties to implement all the agreements reached so far in the dialogue for the normalization of relations, including the one for the formation of the Association of municipalities with a Serbian majority in Kosovo, which the Government in Pristina has rejected until now, on the grounds that it could endanger the functionality of the state.

Vucic said that it is important for Serbia that it has been agreed that "what has been reached in the dialogue should be implemented", when it comes to the Association of municipalities with a Serbian majority.
