European leaders gather in Tirana in search of creative solutions for Ukraine
On May 16, leaders from across Europe will gather at Skanderbeg Square in central Tirana for the summit of the European Political Community (EPC). The brainchild of French President Emmanuel Macron as a direct response to the war in Ukraine, the EPC meets at the highest level twice a year, with its chairmanship rotating between the 27 European Union (EU) member states and 20 non-EU countries.
Now it is Albania’s turn, and the event will be something of a crowning achievement for Albanian Prime Minister Edi Rama. In power since 2013, he is already one of the most experienced leaders, and the meeting will take place just five days after parliamentary elections in the Western Balkan republic, in which his Socialist Party once again came out on top.
Brussels holds Rama in high regard, while EU officials praise him for his diplomatic skills and acumen. A reflection of this is the fact that Albania, within a year, has opened most of its EU accession negotiation chapters, with more expected to open by the end of this month.
What is the European Political Community?
The CPE is not an EU body, nor is it a substitute for EU membership, as some countries aspiring to join the EU fear. It is, in essence, a forum for discussions that does not formally produce concrete results or final communiqués; it has no permanent seat or secretariat.
While the media is struggling to explain what exactly it is or what purpose it serves, given the fact that there are so many other European institutions (such as the Council of Europe and the Organization for Security and Cooperation in Europe – OSCE, to name a few), leaders seem to enjoy the CEE summits.
The reason behind this may be that the EPC has minimal formal choreography compared to, for example, the North Atlantic Treaty Organization (NATO) and EU summits, which follow strict protocols. Sure, there are opening ceremonies, there is a plenary session, and there is a joint photo. The leaders then divide into three thematic tables, focusing on security, competitiveness, and migration.
The bulk of the day-long gathering, however, will be devoted to various planned and spontaneous bilateral meetings, which can quickly escalate into larger meetings if needed. The summit is being held without many accredited aides and advisers, allowing for many quick diplomatic meetings and gatherings, with plenty of food and drink. The gathering offers “a certain amount of freedom and creativity in their largely structured lives,” as one diplomat put it.
Udhëheqësit e BE-së të ftuar në samitin e KPE-së
Në samitet e mëparshme të KPE-së pati orvatje politike për t’i bërë bashkë në një tavolinë udhëheqësin e Armenisë dhe atë të Azerbajxhanit, në shoqërinë e udhëheqësit të Francës dhe atij të Gjermanisë, por përpjekje të tilla nuk priten këtë herë, ndonëse ato nuk mund të përjashtohen kurrë.
Kush do të vijë? Deri më tani, askush nuk e ka refuzuar ftesën që i ka shkuar të gjitha vendeve evropiane, me përjashtim të Bjellorusisë, Rusisë dhe Vatikanit. Pjesëmarrës do të jenë kryetarët e Këshillit, Komisionit dhe Parlamentit Evropian, ashtu sikurse edhe sekretari i përgjithshëm i NATO-s, Mark Rutte.
Ky do të jetë takimi i parë multilateral edhe për kancelarin e ri gjerman, Friedrich Merz. Pritet të marrë pjesë edhe presidenti ukrainas, Volodymyr Zelensky, edhe nëse një gjë e tillë nuk konfirmohet deri në minutën e fundit. Udhëheqësi turk, Recep Tayyip Erdogan, gjithashtu pritet të shkojë, pasi kishte munguar në disa prej samiteve të mëparshme të KPE-së.
Kryeministri gjeorgjian, Irakli Kobakhidze, është ftuar të marrë pjesë, sikurse në samitin e fundit në Budapest, në nëntor. Diplomatët e BE-së janë të vendosur të theksojnë se takimi në Tiranë është i KPE-së dhe jo i BE-së, duke marrë parasysh se kjo e fundit ndjek politikën e mosangazhimit me zyrtarë të lartë gjeorgjianë, pas zgjedhjeve të kundërshtuara parlamentare në Gjeorgji, tetorin e kaluar. Nëse Kobakhidze merr pjesë, do të jetë interesante të shihet se si do të reagojnë udhëheqësit e BE-së.
Sytë nga Fico dhe Vuçiç
Ngjashëm, do të jetë interesante të shihet se cila do të jetë qasja e udhëheqësve karshi presidentit të Serbisë, Aleksandër Vuçiç, dhe kryeministrit të Sllovakisë, Robert Fico, të cilët morën pjesë në paradën për Ditën e Fitores në Moskë, më 9 maj, duke qëndruar përkrah Vladimir Putinit.
Fico është kryesisht i izoluar në nivel të BE-së, ndonëse nuk pritet të përballet me ndonjë sanksion apo ndëshkim pas udhëtimit në Moskë.
Brukseli e kishte paralajmëruar Vuçiçin të mos shkonte në Rusi, duke theksuar se, si kandidate zyrtare për anëtarësim në BE, Serbia duhej të ndiqte politikat e jashtme të bllokut. Por, duket se as Vuçiç nuk do të përballet me ndonjë masë.
Një zyrtar i lartë i BE-së ka konfirmuar, në një bisedë “off-the-record”, para samitit në Tiranë, se Serbia do të mbetet vend kandidat, dhe se nuk ka konsensus mes shteteve anëtare të BE-së për vënie sanksionesh ndaj saj.
E vetmja pasojë për Serbinë do të jetë mospërparimi në rrugën drejt anëtarësimit në BE, diçka që s’çon fort peshë, meqë republika ballkanike nuk e ka hapur asnjë kapitull negociatash në katër vjetët e fundit.
