A Russian nuclear strike against Ukraine would trigger "such a powerful response" from the West that the Russian military would be "annihilated", said Josep Borrell, the EU's foreign policy chief.

His comments come in response to Russian President Vladimir Putin's increasingly bellicose rhetoric.

After signing a partial mobilization decree to increase the ranks of the Russian military on September 21, Putin warned NATO that his country had "various means of destruction" at its disposal to protect its "territorial integrity".

"It's not a bluff," Putin said.

During an event of the European Diplomatic Academy in Bruges, Borrell said: "It should be clear that the people who support Ukraine and the European Union and its member states, as well as the United States and NATO, are not bluffing either."

Borrell spoke of a "serious moment in history" and painted a grim picture of deep uncertainty and instability for global politics as a result of the Russian invasion.

The diplomat said the current rules-based system was being "challenged like never before".

Asked about Borrell's comments on nuclear annihilation, a European Commission spokesman said a Russian nuclear strike against Ukraine would be a "total game changer" and that EU countries were preparing for any scenario.
