The European Union has called the March 18 meeting in Ohrid between the Prime Minister of Kosovo, Albin Kurti and the Serbian President, Aleksandar Vučić, as very successful, within the framework of the high-level dialogue between the two countries.

The EU has said that the parties have agreed on the implementation of the Agreement towards the normalization of relations between them, supported by the EU.

But, this time too, there were different interpretations of the parties about what agreement was reached. Below we have listed the five main things from the result of the meeting in Ohrid.

1. The agreement has not been signed and it seems that something like that has been abandoned, even though EU officials have insisted until the last moment on signing both the Agreement and the annex. Now the European Union must find a way to convince the parties to understand the Agreement as an obligation, and to implement all the points. This, in the case of Serbia, is thought to be done through the inclusion of the Agreement in the framework of EU membership negotiations, while for Kosovo in the Commission for Normalization. With this, the conditioning of the European integration process with the normalization of relations becomes even clearer and wider.

2. It will not be easy for the statement of the chief diplomat of the EU, Josep Borell, to have the weight of the agreement reached. It, without the signature of the parties, is not formally a legally binding Agreement, but is only a political statement. Therefore, the implementation will depend on the political will of the parties, on the political pressure of the international community, more than as a legal obligation. This represents a great challenge, because the parties have not even implemented the obligations for which they signed before.

3. For Kosovo, of particular importance is the part of the annex, which clarifies that the order of points in the Agreement does not reflect priorities according to importance, and that all points must be implemented independently of each other. Therefore, it will not be possible to block the implementation of one point, on the grounds that another has not been implemented. This also applies to Serbia's obligation not to oppose Kosovo's membership in international organizations.
