After Libya's Muammar Gaddafi and Sudan's Omar al-Bashir, Russian President Vladimir Putin is the next head of state to be prosecuted by the International Criminal Court. But he is the first leader of a permanent member of the United Nations Security Council to have an arrest warrant issued against him for alleged war crimes in Ukraine.
For the Kremlin, this means nothing - it is an "invalid" and "without legal force" act.
"We consider it shameful and unacceptable. Russia, like a number of countries, does not recognize the jurisdiction of this court," Kremlin spokesman Dmitry Peskov said.
For the president of Ukraine, Volodymyr Zelensky, it is a historic decision, which will lead to historic accountability.
"The head of a terrorist state and another Russian official have become officially suspected of war crimes," he said.
At the request of the chief prosecutor of the International Criminal Court, Karim Khan, the judges of this institution issued this month an arrest warrant for the Russian president, Vladimir Putin, and the commissioner for children's rights in Russia, Maria Lvova-Belova. They are accused of the war crime: illegal deportation of children from Ukraine and their illegal transfer to the territory of the Russian Federation.
The decision was announced a day after a United Nations commission of inquiry accused Russia of forcibly relocating children. According to the report, the exact number of children sent to Russia is not known, but Ukrainian authorities have said it is in the thousands.
The Russian authorities have admitted that they have relocated children, but have said that they have done so for humanitarian reasons, namely for their protection. The UN report refutes this.
"The transfers are not related to security or medical reasons. "Many children have not been able to contact their families and may have lost ties with them forever," the report states.

Sipas tyre, ai mund të shihet me mosbesim edhe te një pjesë e popullatës së thjeshtë ruse, marrë parasysh se Putin vazhdimisht e ka pozicionuar veten si udhëheqës që mbështet “vlerat tradicionale të familjes” dhe mbron fëmijët – ndryshe nga ata në Perëndim, sipas tij.
David Scheffer, tani bashkëpunëtor i Këshillit për Marrëdhënie me Jashtë, shpreh bindjen se Putin do të ngarkohet së shpejti edhe me akuza të tjera.
