The Ukrainian armed forces acknowledged that Russian troops had made further progress in the eastern Donetsk region, capturing a neighborhood within 10 miles of the important city of Bakhmut.
Ukrainian officials say in recent days, the Russians have combined short-range ballistic missiles, multi-launcher missile systems, heavy artillery and tanks, relentlessly bombing cities in the Luhansk and Donetsk regions still under Ukrainian control.
Some officials describe the situation as "very difficult" and acknowledge that Ukrainian units may have to withdraw to some countries.
Russia's actions in eastern Ukraine reflect "an obvious policy of genocide," said Ukrainian President Volodymyr Zelensky. "The current offensive of the invaders in Donbas could make the region uninhabitable," he said.
As the Biden administration prepares to add armaments it is offering to Ukraine by sending advanced long-range missile systems that are now key demands from Ukrainian officials, numerous officials say.
The White House is moving toward sending the systems as part of a larger military and security assistance package, which could be announced next week.
