The General Secretary of the Freedom Party, Tedi Blushi, reacted today to the media regarding the actual budget, accusing the government of not reaching Kosovo's budget standards.
Blushi severely criticized the government, emphasizing that Albanian citizens, among the poorest in Europe, are victims of abuse of public finances.
He accused the "Renaissance gang" and Prime Minister Edi Rama of stealing the budget, expressing his concern about the management of funds that, according to him, directly harms the citizens and the country.
" The 2025 budget remains the most anti-social budget that this majority will approve, because while there are no funds for salary increases and pension increases, there are no additional funds for increasing economic assistance, but on the contrary, there is a decrease in them, as well as decrease in funds for social reform, there is a staggering increase in debt service expenses, public investments, PPP investments with budget support, other PPP projects, as well as an increase in administrative expenses of luxury
- In total for investments, for administrative expenses of the Government, for investments, for concessions with budget support, for new PPP concessions as well as for debt service payments in total for the year 2025 increase from 340.6 billion in 2024, to 532.3 billion in the year 2025.
- Meanwhile, the expenses for indexation of pensions are planned only 1.6 billion, or equal to the increase indexation of pensions in the amount of 170 lek per month for 790,000 pensioners
- Expenditures for capital investments for 2025 not only continue to remain at a high level, but also show an increase compared to the initial budget of 2024
-Capital expenditures increase from 150.5 billion ALL in 2024 to 161.8 billion ALL in 2025 or an increase of 7.5% while in the meantime there is no increase for wage policies and social policies
- Expenditures for investments with internal financing increase by 11.7% from 100.5 billion ALL in 2024 to 112.3 billion ALL in 2025.
- Expenditures for concessions with budget financing increase from 14.02 billion ALL in 2024, to 14.23 billion ALL to finance PPP projects with budget support.
-While the total cost of the concessionary projects increases by another 109.5 billion ALL.
- The total cost of PPP projects will reach 777.2 billion ALL, or higher than the total budget of 2024
- Expenditures to cover the cost of debt interests increase to 7.5% from 58.4 billion ALL expected in 2024 to 62.8 billion ALL in 2025.
- Expenses for the payment of the principal of the debt will reach a record figure or 2.3 times in 2025, at 103.1 billion ALL from 45.4 billion ALL in 2024.
- The total debt service cost in 2025 will reach 6.3% of GDP or 165.9 billion ALL from 104.3 billion ALL in 2024.
-Only for the year 2025, the state budget will pay 1.67 billion Euros for debt service, or each citizen, including pensioners, will pay 695 Euros for debt service.
-And in the meantime, the annual indexation for each pensioner is about 21 Euros
-The total cost of debt service exceeds the budget of the Ministry of Agriculture, the Ministry of Education, the Ministry of Health and the Ministry of Tourism and Environment taken together for the year 2025
"The total cost of debt service will be 86% of the total fund to pay 790,000 pensioners" .
