The Albanian Parliament today overturned with the votes of the socialist majority a resolution presented by a group of Democrat deputies, which demanded the recognition of the Srebrenica massacre as genocide. Former Prime Minister Berisha, who filmed his socialist colleagues voting against the Resolution, said that this was done so as not to upset Vucic.

The resolution rejected today by the Albanian Socialists was approved by the American Congress, both the Senate and the House of Representatives, 17 years ago. On June 27, 2005, the United States House of Representatives passed a resolution (H. Res. 199) sponsored by Congressman Christopher Smith (Republican of New Jersey) and 39 other congressmen to commemorate the 10th anniversary of the Srebrenica genocide. An overwhelming majority of 370 votes adopted the resolution in favor and 1 against. The only congressman who voted against was Ron Paul, while 62 state representatives were absent (those in the lower house of the US Congress known as state reps). The resolution states:

The aggression and ethnic cleansing policies implemented by Serb forces in Bosnia and Herzegovina from 1992 to 1995, with the direct support of the Serbian regime of Slobodan Milosevic and his followers, led to the displacement of more than 2 million people, some 200,000. of those killed, tens of thousands were raped or tortured and abused. Innocent civilians in Sarajevo and other urban centers were repeatedly subjected to shelling and sniper attacks; all of these meet the conditions defining the crime of genocide in Article 2 of the Convention on the Prevention and Punishment of the Crime of Genocide, established in Paris on 9 December 1948 and entered into force on 12 January 1951.

A few days later, on July 6 of that year, Missouri adopted a resolution recognizing the Srebrenica genocide. The state capital Saint Louis passed a proclamation recognizing July 11th as Srebrenica Remembrance Day.

About four years later, on January 15, 2009, the European Parliament voted overwhelmingly with 556 votes in favor, 9 against and 22 abstentions in a resolution calling for the recognition of July 11th as a day of commemoration of the Srebrenica genocide by the EU. Bosnian Serb politicians opposed the resolution, saying such commemoration was unacceptable to Republika Srpska.

On July 8, 2015, Russia vetoed a UN Security Council resolution condemning the Srebrenica massacre as genocide. The resolution was intended to mark the 20th anniversary of the killing of 8,000 Muslim men and boys. China, Nigeria, Angola and Venezuela abstained and the remaining 10 members of the Council voted in favor. The veto was praised by Serbian President Tomislav Nikolic, who said Russia had "prevented an attempt to tarnish the entire Serbian nation as genocide" and proved to be a true and honest friend.

Implications / Reasons of Socialist No

There are two obvious reasons why the Socialists have decided on the bloc to oppose the result not presented by a group of Democrat MPs. First, they know that the mastermind of this initiative is Sali Berisha. The second relates to the relationship between Prime Minister Rama and Serbian President Vucic, both invested in the Open Balkans initiative. A resolution recognizing the Srebrenica massacre as genocide would put this relationship under pressure.
