The government today paved the way, why the Thumanë - Kashar concession was canceled 3 years ago

The government has once again opened the way to the concession for the construction of the Thumanë-Kashar road. Minister of Infrastructure Belinda Balluku said that the contract has new elements, the entire investment will be from the private sector who will use it for 35 years.

"There has been a public debate on this issue. As early as 2019 in January, this contract was canceled because that fiscal space was made available to the university pact. We returned to this contract even after a court decision, since we are moving to new parameters.

The state does not invest on this contract, Axis will be invested in the principle of concession that will invest and operate and transfer after 35 years owned by the Albanian state. The process has been done through a negotiation, and we should not forget that it is one of the most important of the blue corridor, and we aim to open the tears by 2022 to have them completed in the next 36 months ", declared the Minister of Infrastructure and Energy Belinda Balluku.

How the Thumanë-Kashar concession was canceled

The fourth segment of the 21-kilometer Adriatic-Ionian highway, Thumanë-Kashar has a complicated history due to its inclusion in the PPP concession package.

“Kam vendosur të bëj ndërprerjen e partneritetit publik-privat të aksit Kashar -Thumanë,” deklaroi Balluku për mediat të hënën më 21 janar, pa dhënë shpjegime për shkaqet që sollën anulimin.

Kontrata koncesionare u ndërpre dhe fondet e parashikuara që të shkonin për këtë projekt, qeveria i kaloi për universitetet pas protestës së studentëve.

“Gener 2” u shpall në korrik 2017 fituese e garës për këtë aks. Sipas një investigimi të “Zërit të Amerikës”, kompania në fjalë ka lidhje me kompaninë  “DH Albania”, e cila përmes falsifikimit të dokumenteve të regjistrimit dhe favorizimit nga institucionet ka arritur të sigurojë dy kontrata me vlerë prej rreth 30 milionë eurosh nga qeveria shqiptare.

Me një gjatësi prej 21 kilometrash, rruga Thumanë- Kashar u tenderua me fond limit prej 245.7 milionë eurosh dhe konsiderohej si një ndër koncesionet më të shtrenjta të infrastrukturës. Megjithatë, në një raport të Ministrisë së Financave për Parlamentin parashikohej se kostot koncesionare mund të shkonin deri në 54.4 miliardë lekësh (435 milionë eurosh).

Pas përfundimit të tenderit, qeveria dhe Gener 2 hynë në një fazë negociatash, të cilat duhej të çonin në kontratën finale. Por një skandal shpërtheu dhe negociatat nuk u përmbyllën.

Në dhjetor 2018, qeveria u vu në siklet kur u zbulua se një kompani fantazmë me emrin DH Albania rezultoi fituese e dy tenderëve me vlerë 30 milionë euro në Shqipëri, pasi kishte përdorur më parë dokumente të falsifikuara

Dokumente të zbuluara më parë nga BIRN sugjerojnë se ka disa lidhje mes personave të kompanisë DH Albania dhe kompanisë Gener 2, e cila ishte fituesja e tenderit të koncesionit Thumanë – Kashar.

Urdhri për ndërprerjen e koncesionit të rrugës Thumanë-Kashar ishte një ndër vendimet e para të ministres Belinda Balluku, pas marrjes së detyrës nga paraardhësi i saj Damian Gjiknuri.

Balluku stated at the time that the concession fund would go to the benefit of the so-called "university pact".

Regarding this scandal, the director of the Transmission System Operator, Klodian Gradeci, resigned. The decision came a few weeks after the OST was involved in the New Ring scandal, due to receiving a tender from the same company (DH Albania).  

Appeal restores Thumanë-Kashar concession: Government to approve the contract

The Administrative Court of Appeal in Tirana decided to restore the concession for the construction of the Thumanë-Kashar road.

The decision was taken during July 2021 by a panel of judges, composed of Rilinda Selimi, Altina Nasufi and Blerona Hasa. The decision was final, asking the Council of Ministers to approve the contract with the company.
